The Price List that is displayed by the Ministry of Railways on their Facebook page today, is Good. But it cannot affect the vendor. We cannot get even a coffee in a train at the correct price because if a vendor says Coffee ₹10/- and we show this and say ₹7/-, he moves away simply and again the victim is the passenger. All the passengers won't show him this and make him committed to ₹7/- a coffee. They buy it for ₹10/- as their need is more than anything in the world. This is a common passenger's weak point which is cashed by the vendors. Simple display of Rate Cards and writing warnings like "Tips Not Allowed" is not at all a solution as no vendor takes care of this. Please let us slap them instead, which is equally ridiculous.

problem is not about not having a coffee. It is about paying extra always in a train journey.
Why do I need to pay ₹10/- per coffee which actually costs ₹7/-?
Why should I pay full fare, sometimes special fare, premium fare, tatkal fare and premium tatkal fare, and get crushed in a sleeper coach by waitlisted passengers??
Why should stand in a general coach from BZA to SC in a general coach where my fellow people sit and travel with the same ticket just because they boarded first??
What's really happening to the value of my money?? Isn't it getting wasted??
Sometimes, even general ticket passengers irk sleeper coach passengers. We adjust because of our humanity or whatever feeling we may have, but what about our right?? The Railways says that some 43% of our ticket is borne by the system itself. But what about the value of our 57% that we contribute to the Railways?? These food expenses are another burden to the already blown out passenger.
I love Indian Railways, but these facts make an average passenger cry like anything on every train journey.
Don't allow general ticket and waitlisted passengers to board sleeper class coaches.
Set a limit to the number of general tickets issued at each station in each route depending on the number of seats you have every day.
Do not allow unauthorized vendors in the trains.
Make a plan so that we pay to Indian Railways directly instead of these vendors for whatever food we buy in a Station or in a Train.
These are a few thoughts I propose. Make as many reforms as possible to save the value of our money.

Well, if its a lone station and route, then it is fine. However, for stations like, say SC, there are trains which depart within a time frame of 5 mins and the routes are extremely congested. So, that idea doesn't workout.
As I mentioned above, increasing the coach capacity is the only way forward(as of now). LHB coaches are one such great idea. But the production is low and it will take at least 10-20 years to make every train LHBfied.

After 10-20 years, the requirements will also increase. These LHBs will then act as today's normal coaches. What if we introduce them from remote stations with minimum amenities?? i.e., 12713 BZA SC Satavahana will start at 0625 hours at BZA. Now, 02713 KCC LPI Satavahana Pair will start at KCC at 0625 hours and since it is a peak season, there will be a lot of people around KCC as well(Moreover, people working in Amaravati started residing near KCC and MAG.), who will be provided accommodation in 02713 as 12713 will be already filled. They will board at KCC instead of BZA and that reduces burden on BZA as well, which will be already busy.
Likewise, KGI CTC for prashanthi, KTV

KCC for Ratnachal, etc.,. Goung One station further on both sides. This is to decongest the main stations during festival days.
If they cannot get such a small buffer, for long distance trains, they can have a long buffer for some three hours as passengers will be satisfied that they will get a seat in the next or the preceeding link train.

Demand changes according to time.
In late 60s and 70s, people never travelled as much people do today. We cannot say what will happen after 10-20 years. But, keeping today's demand in mind, IR is manufacturing LHB coaches.
VIKALP scheme is opting for accommodation on alternate trains if your ticket is waitlisted. It is valid only in Mail/Express trains and only available in few sectors. i personally feel that it is a very good initiative by IR. It will be completely useful only when it is extended to entire IR

Very valid points raised by you, but the implementation of many of the things is an issue. Railways did try the concept of clone trains to reduce congestion in important trains, but sometime route congestion is so much that implementation is an issue. Instead of notices and twitter feeds, I think Rail ministry should come and actually start strict enforcement on the ground (especially with regard to excessive pricing) etc.
The fines are so small for the pantry car contractor that he is not at all afraid to overcharge.!! He keeps on getting away by paying Rs 2000-Rs 5000/
