@ Not running daily means train running as per the decision taken by the Rail Mantralaya and Railway deptt.
@They are authorised to take all such decisions. It has nothing to do with type of trains... whether summer spl, winter spl, regular etc.
@ If one desires and there is mass representation, one can make such suggestions to the Rail Mantralaya offices and the frequency then can be increased or even new trains introduced by the Railways... based on such suggestions. But patience only works as no overnight acceptance of any such suggestions by the Rlys.
