A very bad experience with the train yesterday ...the train was fully packed dere was no place in the train to even keep feet ....arrived moradabad about 20 mins late (not a big problm)... requested the daily pasengers a lot to give some space to move in the reserved coach.., they did not give space at all...on saying that it is a reserved coach they said no it is unreserved....pushing inside we somehow reached the berth....already 3 peoole were sitting on our seat...we askd them to get up to which they said "NO"..., somehow aftr warning them of ticket we grabbd our seats....to which the daily passengers strts to argue that although we have bought reserved tckt we have not purchased the train....they said that hmne bhi ticket khareedha hai 15 rupaya ka...ridiculous daily passengers....unke mutabik reserved ticket holders ko bhi baithne ke liye jagah nhi milni chahiye...would suggeat u all...
to never get a ticket in 2seating of this train.,,is highly used as a source to ndls by daily pax....whats a train that doesnt does not guarantee a seat although u have a ticket....its true that yes train is good...although has many necessary stops it diesnt get late much....and no time it was stopped to be overtaken...bsb anvt garib rath was made to trail behind...will really suggest to get a ticket in ac if possible..gnt think to even get a ticket in 2nd seating...sab coaches pe daily pax apne baap ka raaj mante hain...a really pooor experience apart from speed and running mostly on time...

A complaint filed by my friend and me for problems we faced while travelling in Lokshakti.

Officer Designation : Sr.DCM

Grievance Description : I travelled in 19143 Lokshakti Express from Borivali to Ahemdabad on my Tatkal ticket with PNR XXXXXXXXX on April 4, 2014. On boarding train there were about 8 people already sitting on my berth. On enquiry I realized that they all are daily commuters from Virar, Palghar, Saphale Boisar and were not having a reserved ticket. They were standing in entire passage in the train. A lady, my co-passenger, had to drag her luggage from such crowd and had to face even some bitter words from ticketless travelers. Even after five passengers out of six with eligible tickets came and occupied their seats in a compartment, the other passengers forced us to allow 3 of them to sit making a congested sitting space, despite paying reservation and extra tatkal fare. We looked for TTE to complaint, but he was not visible any where in next 2 coaches on either side nor was any RPF-GRP policeman. In fact, TTE never checked our tickets till we reached Ahemdabad. I wish to know the following: 1. Why TTE and on board RPF do not make such ticketless passengers de board the reserved coaches? 2. Why no action against such ticketless travelers is taken by Railway authorities? 3. How much fine has been collected from 19143 Lokshakti Express from ticketless travelers in last 3 months? Awaiting response from your end. -Regards, *****

Details : At your instance, the matter has been examined and it is learnt that due to acute shortage of ticket checking staff, S-10 coach of T.No. 19143 of 4.4.14 could not be manned. However, deployment of adequate ticket checking staff is ensured to man the reserved coaches not only to avoid inconveniences to our valued passengers but also to avoid loss of revenues if any. Complaint of daily commuters travelling in reserved coaches from Virar, Saphale, Palghar Boisar is being referred to Mumbai Central Division for information and frther action since railway stations mentioned fall under their jurisdiction. Concerned official of Mumbai Central Division is advised to organize checks in this specific train to curb unauthorized travelling to avoid inconveniences to the reserved passengers.

The Allahabad High Court's recommendations to the railway board on passenger safety is perhaps the most comprehensive proposal on this critical matter so far.
The railways has started to implement one of these with regard to setting up a database of addresses of those buying season passes. The court felt this could help security agencies to track down those who might violate the rules during commute.
The court made the recommendations some time back, during the hearing of a suo morot petition on commuter safety. Among the others are the setting up of
...
an all-India helpline number, permanent presence of at least two policemen in each coach, communication system between commuters and the guard, and random checks to weed out those making a nuisance.
All-India helpline number:
The court underlined that the helpline was "the need of the hour" and this should be operated on the pattern of the emergency 911 call service in the United States or 112 across the European Union. It wants that the call number be a maximum of three digits and has asked the railway board to ensure that the Rs25 crore necessary to get the number operational is arranged quickly.
Currently, most zonal railways have their own helpline numbers. But each has its own shortcomings, like some are not accessible from certain service providers.
The plan for an all-India helpline service was to be tried on a pilot basis at posts of the Railway Police Force in Mumbai, but it has not started yet.
Armed cops, trained staff, mikes for communication:
The Allahabad High Court stated that at least two seats in each coach should be allotted for railway police or RPF personnel so passengers know where to rush to inform the cops in case of an untoward incident.
An advancement on this would be the installation of a mike fitted at the level of the alarm chain along with an audio system so passengers can communicate directly with the guard. The guard in turn should be able to inform the police escorts on their wireless sets quickly.
The court has said that other railway employees on the train, like ticket examiners, coach attendants, catering staff, should also be trained to be part of the response by the railway police or RPF. It has recommended that the security personnel be armed with short range weapons, instead of the obsolete 303 rifles.
Act against those invading reserved coaches:
Citing rule 242.1 (iv) which specifically states that season tickets are not valid for travel in reserved coaches, the court asked the railways to refer to certain sections of the Railways Act, to ensure that passenger safety inside trains is at its best.
The rules include section 145 on punishment for drunkenness or creating a nuisance, Section 147 punishes trespass or refusal to vacate, while section 155 makes illegal entry into a reserved compartment punishable and section 162 makes illegal entry into a ladies coach punishable.
The court recommended that both the railway police and RPF conduct random checks in reserved coaches to root out the problem.
