Passengers may have to shell out more for travelling by train as the railway ministry may impose a specific cess on train tickets to fund the Rs 1.20 lakh crore safety fund-- Rashtriya Rail Sanraksha Kosh. While fares for AC one-tier and two-tier are likely to see a marginal increase, passengers travelling on second class and AC three-tier could be hit harder because of a proportionately lower fare base. An announcement on imposing a safety cess on
train fares is likely to be announced in the budget for 2017-18, which finance minister Arun Jaitley is scheduled to present on February 1.
Last month, railway minister Suresh Prabhu had written to Jaitley requesting complete funding for the fund. The finance ministry, however, rejected the railway ministry’s proposal for financing of the new safety fund from the consolidated fund of India. The finance ministry has agreed to finance only 25 percent of the fund and has asked the railways to raise the remaining three-fourth of the required sources for the special corpus. This will be a specific cess, like the road cess collected on sale of diesel to build highways. The money collected through this cess will be pooled into the Rashtriya Rail Sanraksha Kosh and administered by the railways for a specific purpose. A committee, constituted by the railway ministry, for putting together a consolidated proposal for creation of the safety cess, in its report, has envisaged works of track renewal and upgradation, bridge rehabilitation, elimination of level-crossings, construction of road over bridges/road under bridges, replacement and improvement of signalling system, among others. The cess will likely be part of the union budget with the government merging the railway budget with the central budget from 2017-18. A key reason for the abandoning the 92 year-old practice of a separate railway budget from 2017-18 may have been hastened by the state-transportation giant’s delicate balance sheet. It is learnt that the Railways Ministry had sought exemption from paying dividends to the Centre this year, amid rise in additional salary and pension spending following the seventh pay commission recommendations. A combined budget could free the Indian Railways from setting aside nearly Rs 10,000 crore towards dividends to the government every year. Once the budgets are merged, the financial stress can be moved to the Centre’s overall annual financial plan.

Railways are losing premium passengers to other mode of transport (Road, Air and premium bus). I hope Suresh Prashu does not propose another hike in the premium segment. He should instead make a reasonable hike in unreserved / suburban etc.

There are 4 new trains announced by the Rail minister Suresh Prabhu in his second Railway Budget 2016-17
1) Humsafar: For the middle class
The Humsafar, which will focus on India's middle-class travellers, will be an exclusively three-tiered AC train with optional meals.
Tejas: For those in a hurry
This will be India's answer to the Bullet train, achieving speeds ranging up to 130 km per hour with quality onboard facilities.
3) Uday (Double-deckers): For those travelling on busy routes
The double-decker Uday trains have been introduced with the intention of increasing passenger capacity in railway services on busy routes. These trains will run overnight, connecting major cities across the country.
4) Antyodaya: For the economically backward
These superfast trains, which will have only unreserved coaches, will focus on transporting the common man in a time-bound manner without burning a hole in his pocket.

12678, Ernakulam Bangalore. I had pretty bad travel experience today. I traveled with two small kids (4 and 3) and wife. My boarding station was Trichur. When I got in, all overhead bins were full even though there were lots of empty seats. People from Ernakulam had occupied all. I tried to put my trolly beneath but it was not fitting in. Then I asked around to give me space to keep at least one piece so that my kids will have space to stand. No body responded. I repeatedly asked, then I decided to bring one down. Apparently they were one empty slot somewhere it seems. Anyway the owner of that luggage got into an argument by saying anyone can keep luggage anywhere and it is not mandated that people will get space to keep luggage, I didn't say anything since I don't know. I don't know why railways decided...
to leave little space beneath the seat. They should have kept same amount of space like in sleeper/2AC/3AC. Felt bad about the whole episode.

in which coach did you travel in 2S or genaral. in 12678 if you had traveled in a reserved 2S there will be no issue of keeping your luggage as a seat is designated for you. if the case was in genaral it like first in first basis.

ALLAHABAD: Around 32,000 users have registered for the e-wallet scheme launched by Indian Railways Catering and Tourism Corporation (IRCTC) in November last year.
The e-wallet scheme allows users with an IRCTC account to deposit money with IRCTC itself for future booking of e-tickets from the website www.irctc.co.in. The facility saves time and nullifies chances of money being deducted from one's account without the ticket being booked. In case of ticket cancellation, the due refund is credited to the e-wallet of the passenger the next day.

Kundu said nearly 76000 tickets have been booked by users using the e-wallet. The average daily booking through the facility has gone up to nearly 750 tickets from the initial 250 tickets when the scheme was launched in mid-November 2013.

I thought about registering myself for e-wallet but finally I decided against it. My concerns: (1) Rs.250 non-refundable fees. This is very high if we consider that IRCTC is not going to provide any interest on the deposit (2) Rs.5 transaction charge per each transaction (3) What is the point of paying 1 & 2 when we we can't use it for Tatkal.

And this train runs using an expired rake. Very old, badly maintained etc. There are no curtains in the 3rd A/C, when I questioned about the same TTE said how can you expect curtains in 3rd A/C. I take this train only because ticket availability.

BHOPAL: Started with much fanfare and now proving a big drag on already stretched resources of railways on account of poor occupancy, the double-decker train has hit another low. Many women in the much-vaunted luxury train find it unsafe owing to the fact that the train runs almost vacant everyday with no immediate safety measures for them.
For Neha Singh, an MBA student from Bhopal, her maiden journey by the train was the "last one". "I was in for a shock when I saw the train almost empty. There were no security officials. Except for cleaners there was no one from railways. And they would hardly be of any help in case of emergency on the train," said Neha, a resident of
Indore, who frequently travels between the two cities.
"I make it a point to travel by this train with a male member of my family. It is unsafe to travel alone. The train, especially the 6am one with a low number of passengers makes the journey highly risky," said Babita Agrawal, 38, a housewife.
Harsh Uppal, a businessman and a regular on the train, felt odd timing is keeping travelers away from it. "The fare is high in double-decker as compared to other modes of transport between the two cities," he said, adding that women passengers are often ill at ease due to empty coaches.
Though carrying capacity of each coach is 120 passengers and the train chugs on with four coaches every day, barely 100 passengers travel by it on any given day. Few coaches of the train were sent to Mumbai due to poor response months after it was launched in September last year.
When asked if there are any norms in place for safety of women passengers on the train, Bhopal division PRO K K Dubey said, "What's the need for guidelines for woman safety in the train? All passengers are put in single coach till it is filled and that is enough." He, however, agreed that there are hardly 100 passengers a day on the train.
"There are often surprise escorts as security measure," said senior divisional security commissioner Vijay Khatarkar of central railways.
West central railway CPRO Piyush Mathur said in general there are helpline numbers and SMS services for safety of women. However, on enquiry, TOI found none of the woman passengers were even aware of this service or the helpline numbers.

Chetta, check it out... 3A coaches r either 2011,2012 or 2013 made. I agree with u regarding the 2A coaches. the oldest among them is a 2004 made.

Please note there are 4 rakes for Island. I travelled in both 3ac and 2ac at multiple occasions, I do not remember a time when i travelled in a new coach.
