Tickets are issued like this.. certain number of CNF tickets and then some RAC and then WL.

e.g say 12860 has CSTM-HWH - 400 berths in SL
100 in RAC
and then WL

Say you get WL 56. Now when 56 passengers above you cancel the tickets, You become the last number of RAC. Similarly it moves to CNF when required number of passengers above you cancel their tickets.
#
Note that not always there is RAC. At times the status is WL after CNF tickets. Some classes like 1AC and all seating classes have no RAC. Some quotas also do not have RAC.

Railways does not show all berths in quotas. they keep some berths in the name of emergency quota , foreign tourist quota etc .if these quotas are not booked then more w/L passengres will get berths

I never highlight anyone's mistakes, however I feel sad to see there are people highlighting issues from nowhere to defame others.
4. @ Mr. MST=> You might be an expert/legend about quotas. I am not here to defame you. But for all the subtle words you use to defame me, that perfectly goes in accordance with a person who refuses to accept RLGN as a Quota.
And last but not the least to Mr. UG (aka Senthil Sir)
One says that you should never disrespect a lady and an aged person. However for all the sheer jealousy/frustration/agony you possess against this website and me, I really feel sorry for you Sir. I do not wish to defame you, but would certainly request you to try and be a little polite. It does not cost much to talk politely.

irctc agents can not book tatkal tkts from 8.00 to 9.00 am. now they are warned not to use personal id to book tkts. My question is if a an agent need to book tatkal tkt for his family members does he will have to go to PRS counters to book the same
