12652 charting not yet done for train starting today 25.07.2013 @ 7.20 AM... Other trains leaving NZM before and after this timing - charting is done.... Why is this so? Any ideas? Is this due to delay...........?

I booked a Tatkal Ticket today from TBM to MDU in 12652 Sampark Kranti Exp. Journey Date - 26th July Friday. Today I saw that this train is running more than 9 hours delay. if this is the case on Friday I want to take some other train / bus to go to MDU. Please suggest whether refund possible on Tatkal tickets due to late running of train like what is happening today...What is the procedure?

The SR website rules say "in case of e-tickets, the TDR is filed online before the actual departure of the train for availing full refund." But is this applicable for Tatkal E Tickets? Please confirm... How to firmly identify actual delay status of a train?
