When will western railway declare Ahmedabad - Delhi Holiday Special train? Holidays are almost here and there are no more seats available in the present trains! Any idea about when the train will be declared?

I cancelled my confirmed 3AC ticket 5 days prior to departure of train. Ticket charges were Rs.1250 but the amount being refunded is Rs.1060. Ideally only Rs.180 should be deducted aa per rules. But why Rs.190 is being deducted in this case?
P.S- Ticket was booked in January 2018 i.e. no bank charges for amount upto Rs.2000
