How berth is alloted by centralized computer system? if i give specific berth preference and berth is available then can computer will automatically allot it to me?

Dear All,
I have booked 16 confirmend tickets thriugh IRCTC,
But after that we was booked 1 w/l ticket from PRS Counter,
Should TTE is allowing w/l ticket holder to seat with confirmend ticket if we adjust or TTE charging fine for W/l ticket holder & how much fine we should pay to TTE?

Wait till chart preparation,if ticket will get confirmed you can board the train if not then just ask to tte to adjust near other 16 seats.
