नई दिल्ली: डिजिटल और कैशलेस अर्थव्यवस्था को बढ़ावा देने के लिए भारत सरकार द्वारा की गई घोषणा के मद्देनजर रेल मंत्रालय ने विभिन्न प्रोत्साहनों एवं उपायों का अतिरिक्त पैकेज पेश किया है. यह अगले साल एक जनवरी से प्रभावी होगा.
रेल मंत्रालय ने यह निर्णय लिया है कि डिजिटल तरीकों जैसे कि डेबिट कार्ड, क्रेडिट कार्ड इत्यादि के जरिए भुगतान करने की स्थिति में उपनगरीय मार्गो के सीजन टिकटों (मासिक, त्रैमासिक, अर्धवार्षिक, वार्षिक) के मूल किराए में 0.5 फीसदी डिस्काउंट दिया जाएगा. 0.5 फीसदी रियायत देने के बाद जो मूल किराया होगा, उस पर अन्य प्रभार जैसे कि एमयूटीपी सरचार्ज, मेला सरचार्ज, सेवा कर इत्यादि, यदि लागू हो तो अलग से लगाए जाएंगे.
मंत्रालय ने आरक्षित एवं अनारक्षित दोनों ही टिकटें जारी करने के लिए यात्री टिकट सुविधा केंद्रों (YTSK) को पीओएस मशीनें लगाने और सभी बैंकों के डेबिट/क्रेडिट कार्डो के जरिए भुगतान स्वीकार करने का निर्देश देने का फैसला किया है. डिजिटल तरीकों जैसे कि डेबिट/क्रेडिट कार्डो के उपयोग के जरिए विश्राम-कक्ष की बुकिंग पर पांच फीसदी डिस्काउंट की अनुमति देने का भी निर्णय लिया गया है.
इन केंद्रों को अन्य मोड जैसे कि UPI, USSD, E-Wallet आधार से संबंद्ध भुगतान प्रणाली के जरिए भी भुगतान स्वीकार करने के लिए प्रोत्साहित किया जा रहा है. मंत्रालय ने अनारक्षित टिकट जारी करने के लिए जन साधारण टिकट बुकिंग सेवा (JTB) को भी अन्य मोड जैसे कि UPI, USSD,E-Wallet, आधार से संबद्ध भुगतान प्रणाली के जरिए भुगतान स्वीकार करने का निर्देश देने का फैसला किया है.

Discount still matters. I generally used to avoid AC3T booking from Mumbai to Pune. Now with Rs 45 less over Rs 490, I will be more inclined to consider the vacant berths (purposely not book in advance and wait for charting to be done). But 10% is still less attractive. For AC classes, it can be 20% so that more passengers can be attracked.

20% se ppl will start waiting for charting. 10% keeps them guessing. For short distance it sounds exciting as there may be options. For longer travel ppl may tend to prefer confirmation b4 hand.

Today's train started from Solapur at 7:12 and reached Pune at 10:30. That means had an average speed of 80km/hr for the distance of 263 kms. This is almost to the level of Rajdhani/Shatabdi, and that too on single line for >50% of distance.

New Delhi: Worried over vacant seats in premier trains, railways have decided to make a few changes in the flexi fare structure to attract last minute passengers.
Currently, the fares of Rajdhani, Duronto and Shatabdi can go up to 50 per cent more than the base fare as per the flexi fare system introduced on September 9.
However, now as per the decision expected to be notified shortly, the higher fares in premier trains can go upto 40 per cent instead of earlier 50 per cent ceiling after finalisation of the reservation chart.

Vacant berths available after the finalisation of the chart will be offered at 1.4 times higher than the base fare instead of current practice of 1.5 times increase, said a senior railway ministry official. There were 5,871 vacant berths in Rajdhani, Shatabdi and Duronto trains during September 9-October 31 this year, according to railways.
If a passenger wants to travel after the finalisation of the chart then he can avail it by paying only 40 per cent higher than the base fare instead of 50 per cent, subject to availability of berths, he said.
Under the flexi-fare scheme, the fare increases by 10 per cent with every 10 per cent of berths sold subject to maximum prescribed limit 1.5 times in Sleeper, 2AC, AC Chair Car and in 3AC class.
No change has been made in the fare for 1st AC and executive class of travel.
The Railways is expecting to earn Rs 500 crore in current financial year from flexi fare structure in 42 Rajdhanis, 46 Shatabdis and 54 Durontos.

Berths are vacant implies the demand is less or its a non utilized sector for the train (when berths between intermediate stations are vacant). So why pay more (1.4 times) when demand is less? Not seen this logic anywhere else. On the contrary, vacant berths should be sold at 0.8 to 0.9 times base fare to attract more passengers.

(1) Ideally, the vacant seats should be offered at normal fares if flexifare seats go unsold.
(2) IR thinks it is compulsion of the people to travel, where as it conveniently take liberty of overlooking the empty seats due to flexifare. Gradually IR shall succeed in its efforts of charging heavily for relatively poor service provided, as it is not introducing many normal fare trains and instead introducing Suvidha or special fare trains in large numbers with extortionist fares. People shall have no option but to pay through nose for relatively substandard rail travel.
(3) Charging
20-30% extra by providing superior service (Much faster, high priority trains with superlative facilities & amenities for comfort and entertainment) is justified economically, as well as ethically. Since tatkal scheme is already there to charge more from the last minute/ business travelers, the Suvidha/ Flexi are nothing but extortion and blatant misuse of monopoly against hapless passengers. It is duty of Govt to stop any organization (Govt. or private) making misuse of monopoly against its citizens.
(4) Above is reminiscent of the old time when it was sellers market where availability of products and commodities where always short due to very strict licensing policy of Govt. But today it is a buyers’ market except for Rail travel which is one of the last guarded government monopoly. Even the defence sector is gradually being opened up to private sector.
(5) IR wants to profiteer maximum from the needy and hapless middle class paxs for the relatively substandard travel offered to them. Rich ones usually opt to spend a little more and go for ACI/ air travel rather than paying flexifares for rail journey and poor ones (vote bank) continue to enjoy heavily subsidized non ac rail travel.

See one classic example of how Dynamic Fares logic is flawed and passenger unfriendly. In Train 82505 Pune Kamakya Suvidha Special, berths will always be vacant from Pune to Panvel, no matter how much the demand will be for Kamakhya/Guwahati. This is because there will be may passengers who would have bookings from Panvel onwards. Now with dynamic fare kicking in, railways is not allowing anyone to travel from Pune to Panvel at normal fares, despite knowing that they are anyways going to go vacant. Who would pay Rs 1136 in SL Class just from Pune to Panvel? This is when 236 berths are still vacant. What happens to this fare when these berths start depleting? And how is Rs 822 dynamic fare amount for a base fare of Rs 261? This is not just 40 or 50%. This is more than 3 times the base fare. So railways is ensuring...
that the berths remain vacant and no one travels.

The reason
After successfully logging into IRCTC website you pray your next wish is answered. Your favourite window seat. You see there are almost 500 tickets available. You thank your stars and say no way you are losing a window seat.
Finally when you book, you don't get the window seat you opted for but you still find 499 tickets remaining. So why
is this?
Getting into the details
Allotting you a seat by IRCTC isn't as easy as booking a movie ticket where you are provided a seat map. Since train is a moving object safety concerns are high. The IRCTC software has an algorithm to distribute the load evenly throughout the train.
Science behind the seating
Imagine there are sleeper class coaches in a train numbered S1, S2 S3... S10, and in every coach there are 72 seats. So when someone first books a ticket, software will assign a seat in the middle coach like S5, middle seat numbered between 30-40, and preferably lower berths.
This is because Indian Railways will fill the lower berths than upper one so as to achieve low centre of gravity.
Uniform distribution
The software books seats in such a way that all coaches have uniform passenger distribution and seats are filled starting from the middle seats (36) to seats near the gates i.e 1-2 or 71-72 in order from lower berth to upper. Railways just want to ensure a proper balance that each coach should have for equal load distribution.
That is why when you book a ticket in last you are always allotted an upper berth and a seat numbered around 2-3 or 70, except you are not taking a seat of some one who has cancelled their seat.
What if the railways book tickets randomly
A train runs at an average speed of around 70km/hr. There are a lot of forces and mechanics acting on the train. If S1, S2, S3 are full and S5, S6 are empty and others are partially full, when the train takes a turn, some coaches face maximum centrifugal force and some minimum.
This creates a high chance of the derailment of train. When brakes are applied there will be different braking forces acting at each of these coaches because of the huge weight differences, creating a disruption in the train's stability.

Why is someone marking "Pooled Quota Location" for an intermediate station like Kalyan? Pooled Quota in all trains is always defined as 1 single quota from starting station to ending station of the train. Even for this train, anyone can check Pune to Surat or Lonavala to Surat or many other combinations for availability, the waiting list used is PQWL. So what is the significance of PQ for Kalyan? There is no chart prepared at Kalyan. After Pune, the next chart prepared is only at Surat, where next "Remote Location" has been defined. So only "Remote Location" can be marked for intermediate station. Can someone remove this wrong marking at Kalyan and ensure that system does not allow marking of wrong tags like this? Chennai: In the wake of complaints that railway passengers are facing problems as Travelling Ticket Examiners (TTE) are absent on railway platforms for assistance, the commercial branch of Southern Railway has issued a clarification. "In case of train originating stations, TTEs manning upper class coaches in trains will be available on the platform one hour before the scheduled departure of the train and TTEs manning sleeper class coaches half-an-hour before the scheduled departure of the train,"
In case of intermediate stations, TTEs manning upper class coaches will be present at the station half an hour before the scheduled arrival of the train and TTEs manning sleeper class coaches will be available 15 minutes before the scheduled arrival of the train, the release

What will TTE do 1 hour before when booking continues upto 30 minutes before departure? Even if he sees vacant berths in 1st charting, he cannot even touch them until he gets 2nd chart. And now vacancies post 2nd charting also get forwarded to next Remote Location Station. Neither do passengers turn up 1 hour before departure. Why increase working hours when its not needed?

Almost all days REGRET in 1AC. 90% will be fake bookings. Eventually train will leave with berths vacant. Railways will earn due to 2 reasons (1) Cancellations charges (for a black to white user, this is peanuts as for a ticket price of Rs 7900) (2) All vacancies created after cancellation of fake bookings will be at booked at highest slab due to surge pricing.

The Central Railway (CR) has decided to run special trains from Pune to Nagpur, and Pune to Karmali during the festive season.
Between October 29 and November 19, Pune-Nagpur (02127) will leave every Saturday at 10.30am and reach Nagpur the next day at 1.30am.Nagpur-Pune (02128) will leave every Friday from October 28 to November 18, at 11am and reach Pune at 2.45am the next day . The train will halt at Vardha, Dhamangaon, Badnera, Akola, Bhusaval, Jalgaon, Nashik road, Igatpuri, Kalyan, Panvel and Lonavla.
The Pune-Karmali train (01409) will leave on October 28
at 6.45pm and reach Karmali at 8am the next day . The train will halt at Lonavla, Panvel, Roha, Khed, Chiplun, Sangameshwar, Ratnagiri, Kankavli, Kudal and Thivim.

Booking for Pune Karmali opened on Sunday. News in local newspaper was published on Monday. Whole of Sunday, hardly any berths were booked on this train. And on Monday, within a few hours, booking surged. So why cant news be published before the start of booking. For passengers who want to book over the counter, they have lost time to visit counter on a holiday due to lack of information and now need to spend that time on a working day.
