PMO to Indian Railways: Speed up doubling of tracks, electrification
Taking note of the slow execution of infrastructure projects, the Prime Minister's Office has asked the Railways to speed up the electrification work and laying of new tracks.

asked the Railways to speed up the electrification work and laying of new tracks. In a letter to Chairman Railway Board A K Mital, Principal Secretary to Prime Minister Nripendra Misra said “You are aware of the focus of the government towards the development and modernisation of facilities in railways”. Electrification and doubling, including laying of the new tracks, are crucial for the expansion of rail network. Doubling is laying of another set of rail tracks along the existing route which enables its decongestion. However, PMO has observed that the project execution in electrification and doubling were below the target by the end of the year 2016.
“While reviewing the progress up to 2016, against the target of 1500 km of doubling, only 531 km has been achieved. In electrification, against the target of 2000 route km, only 1,210 km has been achieved by the railways,” Misra has stated in the letter written on January 31.

Union budget falls short of expectations on many counts: Naveen Patnaik

In his reaction on annual Union budget 2017-18 presented by finance minister Arun Jaitley, Odisha chief minister Naveen Patnaik on Wednesday said it fell short of expectations on many counts.
"Not much has been done to address the adverse impact of demonetization. Specific concerns of Odisha specially relating to development of Koraput-Balangir-Kalahandi region, opening of bank branches in unbanked gram panchayats and developmental aspirations of ST/SC community have not been addressed," Naveen said.
The chief minister, however, welcomed the Centre's decision to commemorate the bi-centenary of the Paika Bidroha, an armed rebellion against the British East India Company's rule in Odisha in 1817.
Welcoming the Centre's effort in bringing transparency in political funds, Naveen said the initiative would be taken forward and comprehensive reforms are made in this regard after due deliberations. "We will be fully supportive of every initiative taken to bring transparency in public life," he added.
On Centre's decision over nation-wide implementation of the maternity benefit programme, which is a replica of state government's Mamata scheme, the chief minister said it is indicative of the success of state's model scheme.
Naveen, though, appreciated some of the measures taken for the farm sector especially in dairy processing and infrastructure development fund under NABARD, Naveen said the interest rate on agricultural credit should be reduced to one per cent as done by the state government.

He, however, expressed displeasure for not giving adequate focus for creation of job for the youth, one of the areas of serious concern.
The chief minister said allocation of funds for schemes relating to rural roads, rural drinking water, education, mid-day-meal programme and urban development is almost stagnant.
"Special central assistance and Article 275 grant for the tribal areas are showing a growth of only 6.3 per cent and 2.6 per cent respectively. Moreover, there is no growth at all in the allocation for special central assistance for welfare of SC as well as social security pensions under the National Social Assistance Programme," he added.

The Centre has allocated 9 per cent more funds than the previous year for development of railway projects in Odisha. "What is of real concern is that budgetary allocations of the railways are not being spent fully. In 2016-17, only 39 per cent of the allocation has been spent till December," Naveen added.
Justifying a higher allocation in railway sector for Odisha, Naveen said the state makes a major contribution to railway earning.

Orissa CM has very rightly pointed out that the amounts specified as planned outlays (in pink book) are not actually being released during the course of the year and here many RMs play mischief of misleading the parliament and nation.

There has to be strict mechanism to monitor that the funds go to the allotted projects and not elsewhere.

the same time, there has to be clear cut guidelines to properly use the aliotted fund in some other project, in case the progress of a project is struck for reasons beyond the control of IR, like pending environmental clearance, court cases or land acquisition problems etc.

Railways launches online booking of retiring rooms
NEW DELHI: Continuing with its efforts to extend more facilities to passengers, Indian Railway Catering and Tourism Corporation (IRCTC) has launched an online booking facility for retiring rooms at railway stations.
"Any passenger with the PNR of a confirmed or RAC ticket may make an online booking of a retiring room. The ticket may either be a counter ticket or e-ticket. The booking can be made for all the passengers on the ticket," said a senior IRCTC official.
Currently,

the system is being launched only for the retiring rooms at Mumbai's CST station.
The facility will gradually be extended to major stations, like Delhi and Kolkata, and important tourist destinations.
The online booking facility has been launched for both the IRCTC's tourism website (www. railtourismindia.com) and e-ticketing website (www.irctc.co.in).
No registration or login-ID is required to avail of the facility. People will be able to do online bookings throughout the day, except for one hour from 11.30 P.M. to 12.30 A.M.
"One can book a retiring room both at the originating and the destination station and the payment can be made through credit/debit card or net-banking. The system will generate an electronic reservation slip as a confirmation of booking," the official said.
Retiring rooms of single/double-bedded accommodation or even a bed in a dormitory may be booked through the online facility.
The bookings are available for a minimum period of 12 hours and a maximum of 48 hours.
