If I login on both at 11am, can I book 2 tickets on one pc without logging out? 2 tickets on one ID plus 2 tickets on another ID.

Let me clear myself here. I think it's my mistake. I wasn't so clear in explaining. I need to book 4 seats on the same pnr. Is it possible to do that in one session of tatkal booking?

No no no, I got confused between tickets and passengers. What i meant was, can I book seats for 4 passengers at one pnr during tatkal? Im sorry for the confusion
