Recently went to see the PNR status on the indianrail.gov.in site, and below the current status of the ticket was this line.
""* Please Note that in case the Final Charts have not been prepared, the Current Status might upgrade/downgrade at a later stage.""
All the PNRs are Upgraded to a lower WL / RAC status. (i.e WL 50 will be become WL49 and so on) Just wanted to know, that are there any cases/ times when the PNR is downgraded?(i.e WL 50 will be become WL51). If not, then why is
''Current Status might downgrade'' line is used?

sometime if due to some technical reasons a coach is not attached passenger may be down graded.
2A passenger can be allotted in 3A.
RAC can be dropped(even seat also not allotted)
therefore it can be down grade
