That could be an election jumla , nothing on ground reality. The rake is of ER and not sure if they will run it again but it is very much required service and acts as an alternative for DHN-JGM MEMU which runs crowded between BKSC-PRR.
Inter zonal tussle is an unwanted reality. It is more pronounced in case of ER and SER. Most extreme example is Masagram.
