No where it is specifically mentioned that what is the "Service Life" of an Electric Locomotive after which the Locomotive needs to be scrapped. To know this particular answer I am posting this blog where you can find that the "Traction Motor" made by ABB(A Company of Switzerland) has a "Life Expectancy Period" of 30 years. So the Traction Motor 6 FRA 6068 which is made by ABB for WAG9 and WAP7class of locomotives of Indian Railways also has an "Effective Service Life" of 30 years.

It is also to be noted here that now Traction Motor 6 FRA 6068 for WAG 9 and WAP 7 Locomotives is built by CLW(Chittaranjan Locomotive Works) in their Workshop.
