Logic is very simple.
1) Remote Quotas are actually not quotas but WL. If you see carefully no confirmed berths is issued against during booking for RLGN and RSWL. Since RLGN and RSWL are carved out of GN (Originating Station Quota), confirmed berths are issued from GN.
2) Since PQ is applicable for every leg of journey; start-intermediate; intermediate-intermediate; intermediate-end; making it a start-end quota; implying it can also be applied for start-end leg; PQ can thus be associated with any and every quota.
