Partially confirmed tickets
The most important is : TKTS must be cancelled WITHIN 6 HRS before scheduled departure and UPTO 2 HRS after actual departure otherwise normal cancellation charges will be applicable.

yes,you are entitled to get full refunds of all the passengers. Only 20rs per passenger will be deducted,if cancelled within timelimits even after charting. If even a single passenger in an entire pnr ends up in rac/wl...the entire ticket is deemed wl/rac...and refund is full refund minus rs.20/passenger

yes you will get a full refund of WL ticket after deducting the clerkage charge......
