Think how many people die in rail accidents, that would necessitates upgradation in safety/signalling and navigation technology
Just quantify the cosst of delay in people lives due to avoidable running of trains due to fog and sundry reasons. public should be informed of choices, their expenditure and wthen would be called tp make a decision.
See metro costs in thosands of crores and only a fraction India area /region is benefitted, while upgrading each station & train naviagtion/signalling system , more people can reap benefits less deaths, more trains on time,
