You are right but corruption in railway has so many wings , when you travel in 15035 from Delhi , the ticket checker will come to you and if you have no seating reservation then he will collect rupees 15/- per seat without any receipt and if you ask for receipt than he wil give receipt in very annoyed mood.
all officers must check cleaning of train like toilet, wash basin and compartment.
Every one knows whats happening. As most of the officers corrpt they dont care if some thing bad going on also. They just travel and create a report which is impossible in practical scenario
