UPA and previous central government usually appoint 2 MoS for Railways.
But NDA reduced to 1 MoS for Railways. So one more MoS for Railways have to be inducted.

If the Cabinet is jumbo sized, you find fault and if it is trimmed also you question the government. It's really a catch-22 situation. This seems to be just a small error on the part of MoS, probably was misinformed by his secretaries, or communication gap and is not such a big issue that it calls for one more MoS.
