AC...
Instead of full and complete AC train sets ,AC coaches may be attached to the regular Sub- Urban Trains.AC passengers need not wait for AC train and can travel in all trains attached with some AC coaches.
Railways is already short on A/C coaches,besides commuter trains may have coupling problems with regular ICF/LHB coaches. Also , it has to cater to 'Mumbai crowd', so interiors of normal a/c coaches may not permit heavy rush in them.
