China produces worst (poor Q)goods which it supplies to countries like Pak, etc, as well as the best goods (Good Q)which it supplies to western countries including USA. Dealing with China is very tricky as one should not land in its former territory(poor Q goods). If China is really interested in helping out India, it will need to offer a sweet deal of a good quality product at reasonable cost/financing along with transfer of technology.
