You are right friend, previous govt may say they have done 4 kms/ day against old 1kms/day, because politicians can very easily get away with all the false claims of sredits, blatantly wrong accusations and criticism of opposite parties.

Govts may claim any thing, but the fact cannot be changed, i.e. previous govt has not actually speeded up the the rate of commissioning new projects, but was blatantly misusing scarce IR funds in starting many new line projects, mostly politically motivated and financially undesirable ones.

RM has given a lot of powers to the bureaucrats and empowered them. This is definitely helping IR, as clearances of projects have become 2-3 times faster than previous regime. But much more benefits need to be derived, especially in quality of decision making, project implementation, operation & maintenance in IR. With more power delegation, more control is required and it seems that RM has to do a lot in this area.

and abolition of Rly Budgets has had a bad impact on regions like NEast where it looses its voice and an important platform to raise issues.Innauguration of Trains and with in specific region or state continued even outside budget.So Eastern part ,would say lost its voice,

Yes. Every politically insignificant (no chance of winning or no elections scheduled) place lost their voice. Rly Budgets atleast gave 1 train to all divisions. Incremental growth. Now nothing. Total stagnation and officers aren't pressurised to complete a line fully before inauguration. Just half done with no signalling, no proper PF or other infra. After inauguration just a lonely passenger. This budget will probably be just a one-liner - allocation details, I guess.

The part of Northeast has been used by all political parties for only one agenda, show off. While people may argue that current govt has actually commissioned projects and given trains, we know what the actual condition is. The political opportunity for center govt is less in NE states. So giving them a station with 2 platforms (such that each of them has only 50% area covered with shed and lacks other infra) and starting a couple of express trains and a couple of passenger trains is enough for any govt to brag.
I feel we never had a voice. How can we loose one!
