Afterall MOMENTUM=Mass*Velocity.......mass matters at timess.....assuming braking torque is independent of load...then mass matters..
as per the rail budget, the average speed of freight trains in india is 25kmph
WDG-5 Locos are fit for an MPS of 120 Kmph that was the former speed of Rajdhani Trains in 1970s and Early 80s... I've given a star to this blog entry :-D
