soil testing won't help, railway tracks are built on embankments; the oil found in Konkan is anyways not suitable for directly supporting heavy loads like trains at high speeds, until proper measures are taken.
As for climate, Kerala also has similar climate with almost same amount of rainfall as rest of the region, if climate had any role similar derailment/s would have been seen there too.
