(1) Suspension is a temporary action taken to give rest to the officials who get about half their salary from IR till the suspension continues and gets back the arrears at the time of reinstatement. So during the period of suspension, the employees get salary without doing any job!! Since all of them are going to be reinstated in due course of time, the act of suspension may be covenient to political masters but detrimental to IR.
(2) Suspension without inquiry is a necessary evil, because Indian public, Media all get over emotional/excited and often talk/demand illogical and political forces too act fast accordingly to show their "efficiency" i.e. to hide inefficiency.

more... Indiscriminate suspension before establishment of charge, is very demoralising for the honest IR official who are not at fault. The actual fear of penal action that should be there in the minds of employees die a natural death and they tend to be thick skinned, much to the detriment of organisational work culture, as a result of indiscriminate mass suspensions.
(4) The bad (politically motivated) decisions enforced by the political masters on the senior IR officials kills the sanctity that organisational/ national interests must garner in the decision making and working. It basically vitiates the total work culture. Safety must be a top most concern and if RM blatantly diverts that money to loss making projects in its constituency, which common people and media often does not know,but the IR officials know, the importance of safety gets compromised. Similarly if almost half of the total trains (most of them unwanted) are introduced to serve RM's home state much against the actual requirement of IR, why should IR officials bother to conduct feasibility/traffic studies and why shall they be afraid of introducing more lossmaking trains to suit their requirements?
(5) Today a job in IR is one of the best in India keeping in mind the Pay,Allowances, Perks, Pension, job security etc. and best lot of graduates is able to get job in IR. At least in engineering stream, graduates/post graduates mostly from top engg.colleges of India are able to get a job in IR. Their capability is beyond doubt. But once they start working in politically vitiated work culture, their desired grooming rarely happen. Even the best quality seed could not give good crop if sown in a barren land. Actually the credentials of persons becoming RM are mostly doubtful, realising the same problem, PM have to hand pick a professional with good track record forthe job of RM, instead of elected representatives to improve the ailing IR.
(6) Root cause of the accidents and most of the malaise in IR is the gross abuse of IR funds for vested political interests by many RMs in past. Irony is that today they/their party, are demanding heads of IR officials/employees/RM/PM to roll for this accident, which is moslty a result of their political expediency! In an organisation, higher powers are bestowed to senior officials/top management along with commensurate responsibilites/ accountabilities, but politicians (to some extent Media) belong to a class which have unlimited powers that they can play with taxpayer's money at their whims and fancies to buy vote for them and their party without any responsibility/accountability.
