railways is hedging far too much on a non-dispatchable source like solar, they need to diversify towards wind and in NFR/NR regions towards run-of-river to have some significant benefits. Solar power output is quite fickle and depends on many parameters, and this is even without considering what havoc a single shorted/damaged cell can wreck on an entire panel.
