Beloved Nilanjan ji,
as a big brother and dominating power in South Asia, we need to do this even if it stretches the waiting list for trains to be LHBfied. This is more of foreign policy tool to support and please our neighbor (trust me, out diplomats would have bargained for something juicy in return)

Mr Prabhu had barely got the IR finances in place. He had managed to put operating ratio of IR in positive territory (ratio of funds earned vs funds spent ). But then this 7th pay commission is posing another burden of Rs 35,000 crores. A 10% hike in passenger fare will only garner 5000 crores for IR. Any hike in Freight rates will mean IR further loosing market share to Road Transport, plus hike in freight rates will also stoke inflation (cost of good will inch up as cost of transporting them get dearer)

i am surprised by the criticism leveled at railways for this move. May thats initial reaction of the Rail Fan within us, but please consider this issue as foreign policy perspective and as issue of larger importance.

Hon'ble RM has to complete the following with absolute priority within the next few years:
1 LHB Fication of Trains.
2 Completion of DFCs to de-congest major routes
3 Completion of Long pending

Projects under "PLAN-42" head of E-Loco website.
4 Electrification of the remaining pending Routes in the Network
5 Minimize usage of Power Cars in Full AC Train by providing them HOG Loco
6 Use 3-Phase Passenger Locos as many as possible in all zones of IR as they are energy efficient as well as ERGONOMIC too(ERGONOMIC in the sense 3-Phase Locos have significantly less Carbon Emission rate than their Conventional Counterparts)
7 Find out alternative source of power replacing Diesel Power to reduce "Environmental Pollution".

Regarding "7th pay commission is posing another burden of Rs 35,000 crores"------- Railways now should restructure their workforce as we all know that Lion's Share of Fund is expended by IR to pay Salary and other Monetary Benefits to their Staffs. There is a proverb "Cut your Coat according to your Cloth". Railways has to follow this. How IR can afford huge workforce(More than Required) with Lumpsum Payment where it has High Operating Ratio.(Will touch 100% very soon now hovering around 97%) It has failed to yield substantive revenue from it's Passenger & Freight Operations from which this Burden should be met up not by taking Loan for meeting this Liability.
Sorry to say this huge workforce(Specially too much High Ranking Officers) is absolutely a "Menace to the System" as huge money is drained out for their salary. What is the need of so many officer's (More than Required) for this "Cash Strapped Indian Railways" ?
(I am Sorry but this is the stern Reality. Abhi Daar hai ke IR insolvent na ho jaye already taken exorbitant loans from various internal sources and from IMF too but no significant progress has yet been made regarding important projects and in addition these Huge Worforce and income is not satisfactory neither from Passenger nor from Goods Haulage but expenses increased in a Galloping manner).
