Humsafar Express, a special train service comprising only AC-3 coaches with many added facilities, will be launched on Friday , but it will have higher fare than the usual trains.
The first fully AC-3 service train will be launched between Gorakhpur-Anand Vihar.
Passengers have to shell out 1.15% more as base fare than the normal mailexpress AC-3 rate since the train is equipped with coffeetea soup vending machine, hot and refrigerated pantry and other facilities in each cabin.
50% of the tickets will be made available for passengers on 1.15% higher base fare and thereafter 10% increase on every 10% tickets sold on subsequent bookings.
Other additional charges like reservation fee, superfast charges, service tax, will be levied separately . While the passengers have to pay for their meals separately during booking, the bedroll is inclusive of fare.

I see a pure imbalance in IR. AC coaches are under-loaded and general coaches are overloaded.

Reason is price, in general load is inversely proportional to price
AC coach fare is over priced and general coach fare is highly under priced so
AC coaches are under-loaded and general coaches are overloaded
