Sh. Sanjay Kishore, Chief Security Commissioner, Northern Railway held the Annual Press Conference at State Entry Road, New Delhi today (06.01.2017). This Conference was held as per the directives of Hon’ble Minister for Railways. Shri Shashi Kumar, Sr. Divisional Security Commissioner, East, Delhi Division and Shri Santosh Chandran Sr. Divisional Security Commissioner, West, Delhi Division were also present on the occasion.
Reviewing the measures undertaken by Railway Protection Force for safer travel during the recent years viz. Helplines, train escorting, grievances on social media forums, Shri Sanjay Kishore briefed the media of the various initiatives taken to tune in to new- fangled problems of crime especially in the on-line ticketing segment, child trafficking cases and drug-dealers, border-smuggling etc. FIRs are now registered on the basis of complaints posted on the social media forums. Citing General Manager, Northern Railway’s proposed plan to provide hand-held metal detectors, motor-cycle as well walkie-talkie at the level of Constables, Shri Sanjay Kishore stated that this would equip the Force better especially those posted at Outposts. Shri Sanjay Kishore also averred that increasing use of the dependable Security Help-line 182 by railway passengers would help thwart crime in a timely manner and would also dispense with the need of escorts on all trains in a significant way.
Stating that the Force of approximately 8000 RPF personnel handle a wide range of duties ranging from protecting and safeguarding Railway Property, removing obstructions in the movement of railway property, escorting more than 200 trains on Northern Railway as well in crime control. In view of the special security concerns in the Kashmir Valley, the RPF escort all the trains running in the section as well as deal with all exigent situations arising from time to time.
The recent legal amendments have enlarged their prosecution powers of arrest, investigation and search as well as prosecution of offenders, the Force now undertakes active measures to reduce revenue leakage through arrest of abettors as well colluders of crime in the theft of railway property. The RPF has registered significant success through a 22% increase in recovery of Railway property. In the e-ticketing segment, the Force was able to seize anomalies in ticketing of 1578 tickets worth amount of Rs. 24,24,385/- The Force had registered an increase of 33.34% in the arrest of offenders on trains. In the luggage theft, chain-snatching, drug & loot crime, the Force had arrested 588 offenders in the year 2016 vis-à-vis the arrest of 441 persons in the year 2015. Out of 52 cases reported in the drug & loot crime, the Force solved 15 cases in the year 2015 and out of 47 cases reported in 2016, the Force solved 09 cases. Out of 959 cases posted on Twitter, the RPF solved 913 cases expeditiously. Stone-pelting by children alongside track especially prevalent on the Delhi Shahdara section were tackled through novel measures like gifting toys to the errant children through help of NGOs.
Safety and security of women and children remains top most in the agenda of the RPF/Northern Railway. Bhairavi and Virangana in Delhi and Vaishali teams in Firozpur are specially constituted women RPF teams which are playing an active role in curbing crime against women. The Force is also increasingly using CCTVs at stations to tackle problem of touts and wrong-doers especially the repeat offenders. In recent years, the RPF has also enlarged its role as people’s friend through rehabilitation of missing and runaway children and their rehabilitation throughaid of NGOs.
