After a near-washout Winter Session, the Cabinet Committee on Parliamentary Affairs (CCPA) is scheduled to meet and finalise the date for the forthcoming Budget Session of Parliament, at 11 am on Tuesday. The Budget session is likely to be advanced and begin from January end, sources have told news agency ANI.
Almost no business was conducted in either House during the Winter Session with the Opposition staging protests over demonetisation almost every day resulting in constant disruptions in Parliament. year’s budget session will be the first after the merger of Railway Budget and the Union Budget. The 92-year-old practice of presenting a separate Rail Budget is going to end from the this fiscal, with the Finance Ministry accepting Railway Minister Suresh Prabhu’s proposal to merge it with the General Budget.
The Finance Ministry had constituted a five-member committee comprising senior officials of the ministry and the Indian Railways to work out the modalities for the merger. With this merger, Indian Railways is expected to rid of the annual dividend it has to pay for gross budgetary support from the government every year.
Finance Minister Arun Jaitley has indicated that railway travel may become pricier for passengers come the next financial year. Jaitley is also set to hold pre-budget consultation with states on January 4, after the meeting of the GST Council gets over.

TIRUCHI: With the process of land acquisition nearing completion, track doubling of Manapparai- Dindigul section, which remained suspended for about 15 months, has resumed and is expected to be completed by the end of this financial year.
It is a major segment of the Villupuram - Dindigul segment of 273 km and the doubling of this stretch including construction of 58 major bridges and 500 minor bridges, was taken up by the Railway Vikas Nigam Limited at an estimate of Rs. 1,626.81 crore.

Sources said that the work on the Vaaladi - Tiruchi junction stretch would be completed by January and the stretch between Manapparai and Dindigul would be completed by March next year. The problem due to land acquisition resulted in delay.

THE BJP-led state government will sign a Memorandum of Understanding (MoU) with the railways concerning major railway projects expected to improve suburban commute to a great extent. The announcement of the MoU will be done during Prime Minister Narendra Modi’s visit to Mumbai on Saturday.
The MoU will call for a 50:50 partnership between the state government and the Railways for Virar-Vasai Road-Panvel suburban corridor (Rs 11,000 crore), elevated corridor between Chhatrapati Shivaji Terminus (CST)-Panvel (Rs.14,500 crore) and the Bandra -Virar elevated corridor (Rs.19,500 crores). The partnership will not only call for a cost-sharing between the two governments concerning projects but also call for better involvement for faster completion of the projects.

is the first time that such an initiative is being taken wherein state government is signing an MoU with the railways concerning suburban railway projects. Through such a treaty, the state government manages to express being interested in involvement and faster completion of the projects,” said an expert concerned with infrastructure development.
However, railway officials said an MoU of this nature only called for division of work portfolio between the employees of the state and the railways . It also makes each individual organisation responsible for their part without having to wait for the approval of another party.
“Land acquisition and removal of encroachments have remained the major hindrances for any major infrastructure or railway project. We also have to wait till due work is carried by concerned state government official which delays project and escalates it cost. This understanding will likely resolve that conflict,” said a senior railway official.
“Better cooperation can be sought between the stakeholders when such an MoU is sought. It has also called for a joint venture by which special purpose vehicles can be designed concerning each project so that faster execution can be sought. The priority of this will only remain to ensure better completion of work, “ said a Mumbai Rail Vikas Corporation (MRVC) official.
The PM will also lay the foundation of three major projects of MUTP III — Virar-Dahanu Road quadrupling, Airoli-Kalwa elevated link and new Panvel-Karjat suburban corridor — on Saturday.
The total cost of all the projects to be announced on Saturday for development of suburban railway projects in Mumbai is Rs 45,000 crore.
47 closed-door rakes by next year
The railways will come up with 47 closed-door rakes for the suburban section. Officials said the vestibule rakes costing Rs 11,000 crore would be ready by next year, which would ensure more services and trips.
“We have not yet decided which wing of the Railways will run the rakes or whether these will be air-conditioned or not. They will be fitted with closed doors to prevent passengers from falling off running trains when they are crowded,” said a senior Western Railway official.
An allotment of almost Rs 30.6 crore was done in last year’s Railway Budget to have rakes with automatic closed-door system. A senior official, who did not wish to be named, said the order for new rakes was likely to be given to Bombardier. Western Railway (WR) already runs a few Bombardier rakes. Three coaches of one rake on WR and coaches of ten rakes on Central Railway are being retrofitted with an automatic door closing system.

DELHI: Weeks before he presents India's first combined general and railway budget+ , Finance Minister Arun Jaitley on Tuesday said rail commuters must pay for the service they receive even as he made a strong case for outsourcing of non-core functions like hospitality services.
He said year after year, the success of Railway Budget was measured by subsidising consumers and making populist announcements regarding trains.
"Railways got caught in a battle where populism prevailed over performance and the basic principle on which any commercial establishment is to be run, the first essential principle is that consumers must pay for the services that they receive," he said.
Speaking at a conference on Accounting Reforms in Railways organised by CII, Jaitley said unless the railways strengthen its performance and internal management system, they will lose out to competition from other sectors like highways and airlines in passenger and cargo transportation.
"The core competence of railways is really to drive trains, to provide those services. Hospitality may not be the core competence of the railways and therefore, what is not within its core competence, the principle of outsourcing -- which is accepted world over -- can be a logical addition to those activities of railways," Jaitley said.
Citing example of power and highway sectors which started doing well only after consumers paid for services they got, Jaitley said worldover, only those services have succeeded where there is a financial model which says that consumers pay for what they receive." The government had in September scrapped the 92-year old practice of presenting a separate railway budget and decided to present a combined general and railway budget for 2017-18 on February 1, 2017.
Speaking at a conference on Accounting Reforms in Railways organised by CII, Jaitley said that the shift towards accrual system of accounting from cash system will better reflect its performance.
"Your accounting systems really must reveal more instead of concealing the reality. What is the kind of investment in infrastructure that is coming in, what is the kind of investment in railway safety, what is the kind of outcome of outlay that you have planned, I think those accounts must really reflect the reality," he said.

The Railway Budget is an Annual Financial Statement of the Indian Railways presented every year by the Minister of Railways, representing the Ministry of Railways, in the parliament. The Railway Budget was presented a few days before the Union budget of India, till 2016. But on Wednesday, 21 September 2016, the government of India approved merger of the rail and general budgets from the year 2017, ending the 92-year-old practice of a separate budget for the Indian Railways.

Aurangabad: Agitation for the long pending demand of Rotegaon to Kopargaon rail track appears to have gathered pace as the Marathwada Railway Vikas Samiti has decided to observe Dharana andolan at Jantar Mantar, New Delhi on December 7, 8 and 9.

Prakash Verma said that he has been approaching concerned authorities and if they assure to take necessary steps for the development of the track, the agitation will not happen as planned. "We have set November 25 as the deadline for the discussion," he added.
The demand for the new line is also being raised as lakhs of devotees are expected to visit Shirdi in the next two years for the Saibaba Samadhi centenary celebration scheduled in 2018.

Verma said that the rail route connecting Rotegaon to Kopargaon would give respite to the thousands of devotees visiting Shirdi.
The committee had also written a letter to Maharashtra chief minister Devendra Fadnavis appealing him to support the cause. "But there was no satisfactory reply from the state government who simply referred the issue to the railways," Verma said.
Recently, the railways had announced that it would soon carry out a survey of a route between Rotegoan and Puntamba instead of the Rotegoan and Kopargaon route. However, Verma said that a similar survey was conducted in 2000, which had revealed that the Rotegoan -Puntamba route would be very expensive as the authorities will have to construct a bridge on Godavari river.
The stretch between Rotegoan and Kopargaon is only 35 km and it that would bypass Manmad station. Trains passing through Aurangabad can directly reach Shirdi in a very short time. At present the trains take a long route that goes through Manmad, which is a busy station.
