एक के बाद एक हो रही ट्रेन दुर्घटनाओं की असली वजह 'मिशन रफ्तार' है, जिसने पहले से यातायात के दबाव से ग्रस्त रेल पटरियों को क्षतिग्रस्त करना शुरू कर दिया है। रोजाना पकड़े जा रहे दर्जनों रेल फ्रैक्चर इसका प्रमाण हैं। इनमें ज्यादातर को समय रहते दुरुस्त कर लिया जाता है। परंतु बाकी फ्रैक्चर क्रमश: बड़े होकर हादसों का सबब बन रहे हैं।
मौजूदा रेल हादसे उस जुनून की देन हैं, जिसके तहत पुराने रोलिंग स्टॉक वाली ट्रेनों को यातायात के दबाव से बुरी तरह ग्रस्त मौजूदा ट्रैक पर ज्यादा रफ्तार से भगाने का प्रयास किया जा रहा है। रेलवे अफसरों के अनुसार जबसे रेलवे बोर्ड में 'मोबिलिटी डायरेक्ट्रेट' का गठन हुआ है, हादसे बढ़ गए हैं।

इस निदेशालय ने अपनी उपयोगिता साबित करने के लिए तमाम व्यस्त रूटों पर ट्रेनों की रफ्तार बढ़ाने के लिए घातक दबाव बनाया हुआ है। रेलवे के तमाम जोन न चाहते हुए भी इसके निर्देशों का पालन करने को विवश हैं। दरअसल, येन-केन-प्रकारेण ट्रेनों की औसत रफ्तार बढ़ाना ही इसका एकमात्र मकसद है।
ताकि भारतीय रेलवे पर लगे सुस्ती के दाग को हटाकर चुस्ती का तमगा पहनाया जा सके। रेलवे के दिमाग में यह कीड़ा बिबेक देबराय समिति ने बिठाया है।

बिबेक देबराय समिति के अनुसार भारत में यात्री ट्रेनों की औसत रफ्तार 45 किलोमीटर व मालगाडि़यों की 25 किलोमीटर है। यह रेलवे के विकास में बहुत बड़ा रोड़ा है। क्योंकि इससे समय, ईधन और धन सबकी बर्बादी होती है। इसलिए सरकार को ट्रेनों की औसत रफ्तार बढ़ानी चाहिए।
इसी सुझाव के आधार पर रेलमंत्री सुरेश प्रभु ने 'मिशन रफ्तार' लांच करने के साथ-साथ रेलवे बोर्ड में मोबिलिटी डायरेक्ट्रेट का गठन कर दिया। निसंदेह इससे ट्रेनों की औसत रफ्तार बढ़ी है। लेकिन साथ ही ट्रैक का सत्यानाश भी होने लगा है।
रेलवे के एक वरिष्ठ अधिकारी की माने तो मोबिलिटी डायरेक्ट्रेट के निर्देशों के तहत तमाम व्यस्त रूटों पर यातायात की स्थिति का समुचित आकलन किए बगैर ट्रेनों की औसत रफ्तार 5-10 किलोमीटर तक बढ़ा दी गई है। इनमें यात्री गाडि़यों के अलावा मालगाडि़यां भी शामिल हैं।
भारीभरकम मालगाडि़यों की तेज रफ्तार से दिन में ट्रैक में अत्यंत महीन दरारे आ जाती हैं। रात में जब इन्हीं ट्रैक पर यात्री ट्रेने चलती हैं और लेटलतीफी को कवर करने के लिए लोको पायलट गाड़ी भगाते हैं तो वही दरारें ट्रैक के टूटने और ट्रेन के पटरी से उतरने का कारण बनती हैं।
पिछले दिनों विशेष निरीक्षण अभियान के तहत रेल कर्मियों ने एक ही दिन में रेल फ्रैक्चर के 27 मामले पकड़े। बढ़ती दुर्घटनाओं के मद्देनजर रेलवे की विशेष टीमें 5 जनवरी से 5 फरवरी के दौरान देश भर में ट्रैक, सिगनल व रोलिंग स्टॉक का निरीक्षण कर रही हैं। कोई दिन ऐसा नहीं जाता जब दस-बीस रेल फैक्चर न पकड़ में न आते हों। क्या रफ्तार और मोबिलिटी की मौजूदा नीतियों पर पुनर्विचार के लिए इससे ज्यादा प्रमाण की जरूरत है?

Rescuers battled Sunday to pull survivors from the wreckage of a train crash which killed 32 passengers in southern India, the latest in a series of disasters on the country’s creaking rail network.
Officials were investigating whether Maoist rebels had tampered with the track, after eight coaches and the engine of the Jagdalpur-Bhubaneswar express were derailed at around 11pm (1730 GMT) on Saturday.

death toll has gone up to 32, unfortunately. But it should settle at that. It shouldn’t rise any further,” J.P. Mishra, a spokesman for East Coast Railways, told AFP.
He said some 50 injured have been moved to nearby hospitals.
The accident came only two months after nearly 150 people were killed in a similar disaster, highlighting the malaise on a network which is one of the world’s largest.
National railway spokesman Anil Saxena said government officials and emergency workers worked through the night to try to find survivors.
Saxena said investigators were considering possible sabotage of the tracks by Maoist rebels, who were active in the area.
“It is being looked into, it is one of the many angles we are looking into,” he said.
“There is some suspicion (of sabotage) because two other trains had crossed over smoothly using the same tracks earlier in the night.”
Television footage showed a line of carriages lying on their sides as rescuers in neon orange safety vests and hard hats tried to hoist passengers through the windows while locals looked on.
Workers carried a half-naked passenger covered in dust on a stretcher out of a tilted carriage. Another TV image showed a man lying faced down, crushed under mangled heaps of wreckage.
Injured victims lay on hospital beds and stretchers, their limbs swathed in bandages.
Mishra told the NDTV news network there were some 600 people in the carriages that derailed.
He added that 10 buses have been arranged for passengers who escaped injury to travel to Bhubaneswar, capital of neighbouring Odisha state.
The train was travelling from the city of Jagdalpur to Bhubaneswar when it came off the track nearly 160 kilometres from Visakhapatnam, the nearest city to the accident site.
Rail traffic on the coast line has been suspended.
Chief ministers of Odisha and Andhra Pradesh expressed their grief over the latest tragedy, while Railway Minister Suresh Prabhu said he was rushing to the spot.
Prabhu announced compensation of 200,000 rupees ($2,936) for the relatives of the dead and 50,000 for those injured.
India’s railway network is still the main form of long-distance travel in the vast country, but it is poorly funded and deadly accidents occur relatively frequently.
On Friday 10 coaches of an express train were derailed in the western state of Rajasthan, leaving many passengers with minor injuries.
The latest deadly incident comes two months after 146 people were killed when a passenger train was derailed near Kanpur, in the northern state of Uttar Pradesh, in one of the country’s worst rail disasters for decades.
Last month two people were killed and dozens injured after another train derailed also near Kanpur.
In 2014 an express train ploughed into a stationary freight train, also in Uttar Pradesh, killing 26 people.
A 2012 government report said almost 15,000 people were killed every year on India’s railways and described the loss of life as an annual “massacre”.
Prime Minister Narendra Modi’s government has pledged to invest $137 billion over five years to modernise the crumbling railways, making them safer, faster and more efficient.
Writing on Twitter, Modi sent his condolences to the victims’ families.
“My thoughts are with those who lost their loved ones ... the tragedy is saddening,” said the prime minister.
Modi’s government has signed numerous deals with private companies to upgrade the ageing network.
Japan has agreed to provide $12 billion in soft loans to build India’s first bullet train, though plans remain in their infancy.

Jagdalpur-Bhubaneswar Express derails at around 11.30 p.m. on Saturday; over 40 injured
Forty one passengers were killed and 50 injured when nine bogeys of Jagdalpur–Bhubaneswar Hirakhand Express derailed near Kuneru Railway Station in Komarada mandal of Vizianagaram district around 11.30 p.m. on Saturday.
Railway minister Suresh Prabhu, who visited the accident site at Kuneru, said ₹2 lakh will be given to the kin of the dead, ₹50,000 to critically injured and ₹25,000 to the ones with minor injuries. He also added that an independent inquiry will be ordered into the accident.

The toll could go higher as many are believed to be trapped in S-8 and S-9 coaches, which were badly damaged in the accident.
Coaches of belonging to 2 general second-class, 4 sleeper-class, a second-cum-third AC and a third AC were affected in the accident.
Railways Minister Suresh Prabhu and Railway Board chairman A. K. Mital are scheduled to visit the accident spot.
NDRF, RPF and CRPF teams are carrying out the relief and rescue operations.
The Rayagada District Collector, CPRF Commandant are supervising the relief efforts.
Divisional Railway Manager of Waltair, Chandhralekha Mukherjee, and other officials have rushed to the accident spot and are coordinating the rescue efforts. A relief train from Visakhapatnam has rushed to the spot.
Four teams, including one dog squad, are engaged in rescue operation.
Injured rushed to Rayagada, Parvatipuram and Vizag
The injured persons are being shifted to hospitals in Rayagada, Parvathipuram and Visakhapatnam.
According to East Coast Railways, 22 of the injured were shifted to Parvatipuram government hospital in Andhra Pradesh, while 32 others have been admitted to a hospital in Rayagada district.

The train left Jagdalpur in Chhattisgarh at around 4.25 p.m. on Saturday to reach Bhubaneswar on Sunday.
Odisha CM reviews situation
Odisha Chief Minister Naveen Patnaik chaired a review meeting and directed Chief Secretary, Director General Police and Health Secretary to rush to Rayagada to monitor the treatment of injured passengers.
Mr. Patnaik also spoke to Andhra Pradesh Chief Minister N. Chandrababu Naidu.
Passengers recall the incident
According to Hargobind Maharana, who was travelling in one of the general compartments, the incident took place around 11.30 p.m.
"While most of us were asleep, a few of us were chatting. The train was moving with a good speed and we heard a loud thud. The train started shaking violently and there was a lot of dust. We realised that the train had derailed and would topple any moment. Within a couple of seconds the train lost control and derailed. I lost my consciousness in the impact and when I regained my consciousness my leg was under the water tank of the train that broke open from the ceiling of the train. Many died and some were critically wounded."
Maharana, a daily wager, was on his way from Bhavanipatna to Berhampur.
But Durga Prasad Panda had a different story to tell.
On the hospital bed, he recalled, "we were all sleeping and it happened all of a sudden. Passengers were crushed in the impact. I somehow wriggled out of the bogey through an opening but my wife Subhasini was still inside. I am worried about the fate of my wife."

Prime Minister Narendra Modi on Sunday condoled the deaths of 27 people who were killed during a train derailment in Andhra Pradesh’s Vizianagaram district.“My thoughts are with those who lost their loved ones due to the derailment of Jagdalpur-Bhubaneswar Express. The derailment of Train No 18448 Jagdalpur - Bhubaneswar Hirakhand Express took place at Kuneru Railway Station in Vizianagaram district in Andhra Pradesh at Rayagada - Vizianagaram section at 2315 hrs on 21st January 2017.The accident site is at the border of Odisha and Andhra Pradesh and is near Rayagada town in Odisha. The Accident site falls under Waltair Division of East Coast Railways. Engine and 9 coaches including one Passenger cum luggage coach, two Ordinary second class coaches, four sleeper class, one AC three tier coach and one AC two tier coach derailed.

per available information, 36 are deceased, 23 sustained injuries in this unfortunate incident which included 7 grievously injured. They were admitted to hospitals. Some persons with simple injuries were discharged after the first aid. Medical relief train was rushed to the site. Ambulances were arranged. NDRF unit also rushed to the site.

Minister of Railways Shri Suresh Prabhakar Prabhu has expressed profound grief over the loss of innocent lives. It is a tragic and unfortunate accident. He has announced an enhanced ex-gratia payment of Rs. 2 lakhs for the kin of deceased persons, Rs. 50 Thousand for grievous injuries and Rs.25 Thousand in case of simple injuries. Statutory inquiry into this incident has been ordered to be conducted by Commissioner of Railway Safety (CRS), South Central Circle, Shri Ram Kripal under the Ministry of Civil Aviation. He may visit the accident site later in the day.

Minister of Railways Shri Suresh Prabhu rushed to the accident site along with Chairman Railway Board Shri AK Mital. Earlier, Member Rolling Stock Railway Board Shri Ravinder Gupta, Member Engineering Railway Board Shri Aditya Kumar Mittal rushed to the site.

Stranded passengers of the affected trains were later cleared towards their respective destinations through the unaffected portion of the train from Kuneru to Bhubaneswar via Rayagada - Sambalpur and 13 buses for short distance destinations like Brahmapur, Bhawanipatna, etc. The Railway Administration also arranged for water, tea, light snacks for the stranded passengers. Due to this accident, the traffic on Rayagada – Vizianagaram Section has been affected and Railways had to divert, short-terminate and cancel certain trains passing through this Section which are being notified by the respective Zonal Railways.

Senior Railway officials including General Manager, East Coast Railway Shri Umesh Singh and Divisional Railway Manager, Waltair Division Smt. Chandralekha Mukherjee are camping at the site to monitor the relief and rescue operations. Helpline Numbers were setup at the important stations along the route of the train.

The Union Home Minister, Shri Rajnath Singh has said that the news of train accident in Andhra Pradesh is extremely distressing and deeply pained over the loss of precious lives.
