The people of this new municipality, located about 60-km from Visakhapatnam, had a tough time on Monday as torrential rain resulted in water logging and a steady stream of water flowing across the main approach roads.
The movement of trains was also affected for sometime as water flowed on the track in between Elamanchili and Regupalem Railway Stations in South Central Railway. The trains were allowed to proceed after the track was found to be fit.
Many streets in Elamanchili were under a sheet of water and the main approach roads, leading to

the town from the National Highway-16 side, near Elamanchili Police Station and the one coming from the Parawada/Atchutpuram side near Narayanapuram village, were closed by the police to prevent the movement of vehicles in view of the precarious situation.
ASR Colony was the worst-affected area of the town. Some of the residents of the colony locked their houses and left for safer places while others kept their valuables on their shelves and sat on cots and chairs, waiting for the rain water to recede.
Some residents of the colony staged a protest on the roads decrying the apathy of the political leaders and officials towards the ‘recurring’ problem.
Vahini, a student of the local degree college, was seen moving out of the town on foot. “We are moving out after locking our house as it is full of water,” she said.
A man was seen cursing the politicians: “They come for votes and are not to be seen again.”
“A downpour for an hour is enough to inundate our colony (ASR Colony). The main drain, which flows through our colony has not been desilted for a long time. Soon after the last general elections, our people’s representatives told us that Rs.2 crore was sanctioned for repair of the drains but so far nothing has happened, ” said Satish, a student of the Elamanchili Junior College.
Solution sought
“This is happening year after year. We need a permanent solution to this problem and not food packets and temporary relief during the floods. The railways should also cooperate with the local authorities in undertaking flood relief measures,” said P. Ramaswamy, an executive working for a private company.

State governments announce Rs. 4 lakh relief to families
Heavy rain in Telangana raised levels in major reservoirs to the brim but left five people dead and threw normal life out of gear. In Andhra Pradesh, six people died in Guntur district, in rain-related incidents.
In Telangana’s Medak district, four persons were killed, including a father who saved his son’s life but lost his own. Kalavathi, 35, and Tulasi, 8, died after their house collapsed in the rain which exceeded 10 cm in 24 hours. Sixty-year-old Shamamma of Sadashivapet mandal succumbed after a

wall collapsed on her. N Swamy, 45, was washed away after he saved his son. The State announced an ex-gratia payment of Rs. 4 lakh for the families.
Many were injured as 20 houses collapsed in Nizampet of Medak’s Ramayampet mandal. The National Disaster Response Force was called in to help.
Rains in the last four days have been attributed to a well-marked low pressure system that originally formed over west-central Bay of Bengal and moved inland, making its way over Andhra Pradesh and Telangana. On Friday evening, the system hovered over Telangana, adjoining southern Chattisgarh and Vidarbha. The India Meteorological Department said the system was slow-moving and could bring more heavy rain in the next 48 hours.
Hyderabad witnessed light rain on Friday but over 16 cm received since September 20 paralysed the city. The body of an unidentified man washed up in Keesara. Traffic movement remained chaotic due to bad roads and waterlogging. A two-day holiday was declared for schools and colleges.
In Khammam, the downpour disrupted coal production in Yellendu and Manuguru areas of Kothagudem, resulting in a production loss of over 40,000 tonnes. Warangal, which received nearly twice of its two-monthly normal rainfall in just two days, witnessed blackouts and a severe water crisis.
Rains filled up more than 850 minor irrigation tanks in Karimnagar. Shanigaram in Koheda mandal constructed a century ago with a storage capacity of 1.09 thousand million cubic feet (tmc) received copious inflows after a gap of nearly three years, forcing release of surplus water. Water level at Singur reached 521.8 metres against a capacity of 523.6 metres, with storage of 21 tmc against the capacity of 29.9 tmc ft.
Sriram Sagar received about 53,000 cusecs and the water level touched 1083 ft.
