No- HO quota means usage of Emergency Quota facility provided to Railways and other senior government officials. If a general public want to make a W/L of any number should be known very close to a official like that and they could help you by applying for EQ throu HO. So better befriend a Railway official/staff and get this facility done but not frequently. cos no one get always emergency situations.
