CHENNAI: On her way back to Chennai from Kochi recently, Reya Ajit Balan had a harrowing time on the train. She could not use the toilets as they were foul-smelling and had faeces floating on the commode. Ironically, a sticker inside the coach boasted that the train had environment-friendly biotoilets.
Preventing direct discharge of farces on the tracks by installing bio-toilets has been a flagship programme of the railways for the past three years.

making their journeys miserable. Railway officials across the country are trying to solve the issue and workshops, including the one at Perambur, have come up with innovative ideas.
At a recent high-level meeting in Nainital, officials were asked to find the root cause of such complaints and take remedial action. The railways' research wing, Research Design and Standards Organisation, has been directed to give an action plan. A senior RDSO official has suggested that 'hydrophobic coating' on the wash basins and lavatory pans would not allow accumulation of water and muck and reduce smell. However, that is only part of the solution.
The real problem, say officials, is not with the bio-toilets, but how passengers use it and other mechanical issues. Often, passengers dump plastic bottles, sanitary napkins or other waste down the commode which impedes the flow of the human faeces to the tank, say officials. "Once the faeces reaches the tank, there will be no issues with the bio-digestion. But it is of prime importance that the non-biodegradable waste doesn't get into the tank," said an official. A bio-toilet cannot be opened during the journey as it will destroy the bacteria. It can be removed when the coach reaches the maintenance shed after the journey, an official said. Around 80-100 passengers use four toilets in each coach and only a few dumping waste into the commode can make the bio-toilets malfunction.
Railways has tried to put dustbins in toilets, put up posters and installed audio devices to educate passengers, but in vain. It has explored the option of a grill to prevent bottles and napkins from entering the tank, but faeces sticking to the grill give foul smell, a senior railway mechanical engineer said. Mechanical reasons for the foul smell include leakage of valves and the mouth of the tank that came up as the heavy toilets were retro-fitted on existing coaches not designed to carry the load, say officials.

Changes In On-Board Services Soon
Emphasising that the Railways was working towards making travel better, railway minister Suresh Prabhu on Saturday said a state-of-the-art reservation system would be unveiled soon. There would also be major changes in on-board train services, Prabhu said, at a function at Chennai Central station, where he flagged off 11 completed passenger amenities and projects meant for Chennai, Madurai and Trichy.

Stations will be redeveloped on the lines of airports,“ Prabhu said.He also revealed that General Electric and Alstom have started building a prototype diesel and electric locomotive which would be able to pull trains at 160-200kmph.
Prabhu made the announcement after Tamil Nadu finance minister D Jayakumar reeled out a long list of demands related to railway projects in Tamil Nadu. The list included demands for highspeed corridors, new coaching terminal at Royapuram and new lines through the coastal districts of the state.
Referring to the demands, Prabhu said the Chennai-Kanyakumari coastal line and other projects could be sanctioned only if the TN government signed a joint-venture agreement with Railways for execution of infrastructure projects. “Tamil Nadu has a long coast. Railway lines connecting ports can also be constructed if the state helps,“ he said. Surprisingly , the Union minister said the works at Royapuram would be expedited, unaware that the Southern Railway has already shelved the plans and would be studying the feasibility of making Tondiarpet the next coaching terminal.
Earlier, delivering the Na ni Palkhivala memorial lecture at the Ethiraj college, Prabhu said that investments to the tune of `8.5 lakh crore made in the Indian Railways would create a few crore jobs. “National Council for Applied Economic Research will soon come out with a study on that,“ he added. The minister also ruled out complete privatisation of Railways, but indicated that increased participation of private agencies would be encouraged, especially start-ups. “The state should play an enabling ro le by creating infrastructure,“ he said.
Several MLAs and MPs from the DMK and the AIADMK who were present at the function at Chennai Central flooded Prabhu with demands. Chennai South MP D Jayavardhan pointed out that Southern Railway officials were unable to process demands related to passenger amenities and new lines raised in meetings, stating that it needs to be escalated to the Railway Board. “We request the Railway Minister to ensure that Board members are also part of such meetings,“ Jayavardhan said.
The elected representatives also demanded escalators, lifts and booking offices for stations in their constituencies. CPM MP TK Rangarajan urged Prabhu to ensure that Integral Coach Factory in Perambur be entrusted with manufacturing modern coaches, instead of outsourcing the work to private companies

CHENNAI: The journey on board premium trains, such as Rajdhani and Shatabdi, will soon be entertaining for passengers. It has been learnt that tenders for content on demand (CoD) and rail radio (RR) services will be floated next week. It is expected to be rolled out in a phased manner by next year.

The ministry had appointed RailTel, a public sector enterprise owned by Railways, as the nodal agency to carry out the process. Speaking to Express, a RailTel official said the tender documents have been finalised and bids will be opened next week. The applicants can be a consortium, comprising of individual content providers. “It is expected that the tendering process will take around three months. We hope to start work from August,” the official said.
The CoD and RR will be provided through personal devices of passengers. “There will be a library of digital content listing audio and video shows. Users can choose to watch any content, paid or free,” the official explained.
The service will first be made available on Rajdhani, Shatabdi and Duronto. Railways has launched a series of initiatives, including advertising and branding, to increase non-fare revenue, to offset the dependence on earnings from the passenger and freight segment. Although total earnings from the passenger segment in 2016-2017 is estimated to be around `47,400 crore, officials say it did not match projections.

रेलवे का क्या कहना है?
हालांकि रेलवे प्रशासन इसे सामान्य प्रक्रिया बता रहा है। अधिकारियों के मुताबिक रेलवे हर साल एक प्रतिशत पद समाप्त करता है। हालांकि, मौजूदा आदेश पर अधिकारी सफाई दे रहे हैं कि समीक्षा के बाद यह तय किया जाएगा कि कौन से अनुपयोगी पद समाप्त किए जाएंगे। अधिकारी का यह भी दावा है कि ऐसे पद समाप्त करने से रेलवे का कामकाज पर कोई असर नहीं पड़ेगा।
कम कार्यबल में रेल संचालन के निर्देश
रेलवे बोर्ड ने रेल अफसरों को कम कार्यबल में ही रेल संचालन करने को कहा है। इस लिहाज से दक्षिण-पूर्व-मध्य रेलवे जोन को 400 पद समाप्त करने के लिए कहा गया है जबकि सेंट्रल और ईस्टर्न रेलवे को 1-1 हजार पद, ईस्ट कोस्ट रेलवे को 700, नॉर्दन रेलवे को 1500, नॉर्थ सेंट्रल रेलवे को 150, नॉर्थ ईस्टर्न रेलवे को 700, नॉर्थ वेस्टर्न रेलवे को 300, ईस्ट सेंट्रल रेलवे को 300, नॉर्थ ईस्टफ्रंटियर रेलवे को 550 पद खत्म करने को कहा गया है। इसी तरह सदर्न रेलवे को 1500, साउथ सेंट्रल रेलवे को 800, साउथ ईस्ट सेंट्रल और साउथ ईस्टर्न रेलवे को 400-400 पद, साउथ वेस्टर्न रेलवे को 200, वेस्टर्न रेलवे को 700 और वेस्ट सेंट्रल रेलवे को 300 पद समाप्त करने को कहा गया है।
