नई दिल्ली: फ्लाइट के ब्लैक बॉक्स के तर्ज पर रेल मंत्रालय के अधिकारियों ने रेडियो फ्रीक्वेंसी आईडेंटीफि‍केशन डिवाइस (RFID)नाम का Tag डिवाइस बनाया है जिसमें रेल इंजन ,कोच ,वैगन समेत कई चीजों की जन्मकुंडली होगी.

करीब साढ़े चार इंच की इस डिवाइस को स्पेशल प्लास्टिक और केमिकल्स से बनाया गया है. इस डिवाइस परी तरह से सुरक्षित है. धूप, बारिश, पत्थर ओले भी इसको क्षति नहीं पहुंचा सकते. इसके अंदर इलेक्ट्रॉनिक सर्किट के साथ साथ एक चिप भी लगी है जिसे रीडर सॉफ्टवेयर के जरिये पढ़ा जाएगा.

इस डिवाइस को आम आदमी नहीं खोल सकता है. इसे ट्रेन की कोच या वैगन में स्पेशल बोल्ट के जरिये फिक्स किया जायेगा. इसे अंतररास्ट्रीय स्टैंडर्ड के GS 1 ग्रुप को ध्यान में रखकर बनाया गया है. इसलिए इसमें छेड़छाड़ भी संभव नहीं है.

इस डिवाइस में वैगन, कोच या इंजन सभी के नम्बर, कहां बना है ,किस जोन का है ,ये तमाम जानकारियां इसमें होगी. इसकी लाइफ 25 साल है जितनी लाइफ एक कोच की होती है. हर कोच में 2 डिवाइस लगाने का प्रावधान है जिसका ट्रायल अब तक सफल रहा है. इस डिवाइस के लग जाने के बाद रेलवे के पास वैगन और कोच के साथ-साथ ट्रेन की लोकेशन संबंधित पूरी जानकारी आसानी से उपलब्ध रहेगी.


खासकर मालगाड़ी के लोकेशन के लिए ये डिवाइस उपयोगी साबित हो सकता है. रेलवे ने इस डिवाइस का पहला ट्रायल 2008 में किया था जो फेल हो गया था. लेकिन पिछले साल तेज रफ्तार वाली ट्रेनों पर इसका ट्रायल किया गया जिसमें रेलवे को सफलता मिला. इस डिवाइस को बनाने में आने वाला खर्च केवल 1000 रुपए है.

रेलमंत्री सुरेश प्रभु ने अब ट्रेनों की लेटलतीफी को लेकर कड़ा रुख अख्तियार कर लिया है। उन्होंने रेलवे अफसरों को चेतावनी दी है कि यदि वे ट्रेनो का समयबद्ध संचालन सुनिश्चित करने में विफल रहे तो उनके विरुद्ध कड़ी कार्रवाई की जाएगी।
प्रभु ने जोन महाप्रबंधकों तथा मंडल प्रबंधकों से कहा है कि उन्हें रात दस बजे से सुबह सात बजे के बीच की शिफ्ट में वरिष्ठ अधिकारियों को ट्रेन संचालन की निगरानी पर लगाना चाहिए, ताकि समस्याओं का पता लगाकर मौके पर निदान किया जा सके। प्रभु ने नेशनल ट्रेन इंक्वायरी सिस्टम (एनटीईएस) की खामियां दूर करने के निर्देश भी दिए हैं। पाया गया है कि एनटीईएस की वेबसाइट पर लेट चल रही ट्रेनों को भी सही समय पर चलते दिखाता

प्रभु ने अधिकारियों से कहा है कि न केवल उन्हें अपने मातहतों के सकल कार्यप्रदर्शन की पड़ताल करनी है, बल्कि यह भी देखना है कि ट्रैक और उपकरणों की विफलता पर अंकुश लग रहा है या नहीं। इस तरह के मामलों का पता लगते ही अफसरों को कंट्रोल आफिस को सूचना देते हुए पड़ोसी मंडलों के साथ तालमेल बिठाकर ट्रेनो को कम से कम लेट होने देने के उपाय करने चाहिए।
वाराणसी समेत 11 मंडल लेटलतीफ
मंडल के हिसाब से देखें तो जिन 11 मंडलों में ट्रेनो का समय पालन स्तर सर्वाधिक खराब पाया गया है उनमें वाराणसी, मुंबई, संबलपुर, दानापुर, समस्तीपुर, झांसी, जबलपुर के नाम शामिल हैं। इनमें भी वाराणसी मंडल को लेकर प्रभु ने खास चिंता जताई है जो कि प्रधानमंत्री का संसदीय क्षेत्र भी है। प्रभु ने मंडल प्रबंधक को इसे तुरंत दुरुस्त करने की ताकीद की है।
वर्ष 2016-17 के दौरान संपूर्ण रेलवे में ट्रेनो का समय पालन स्तर केवल 80 फीसद रहा। लेकिन पहली अप्रैल से 16 अप्रैल के हफ्ते में यह गिरकर 79 रह गया। पिछले साल इसी अवधि में यह 84 फीसद था। सबसे ज्यादा लेटलतीफी पूर्वोत्तर और दक्षिण-पूर्व रेलवे की ट्रेनों में हो रही है जहां समयपालन में 11-11 फीसद की गिरावट देखने में आई है। इसके बाद मध्य रेलवे का नंबर है जहां गिरावट का स्तर 10 फीसद है। लगभग 8.9 फीसद गिरावट के साथ पूर्व रेलवे तीसरे, 8 फीसद गिरावट के साथ पश्चिम रेलवे चौथे तथा 6.7 फीसद गिरावट के साथ कोंकण रेलवे पांचवें स्थान पर है।
कितनी ट्रेने लेट
रेलवे ने 2016-17 के दौरान कुल 5,78,552 ट्रेने (2015-16 के मुकाबले 11393 ट्रेने ज्यादा) चलाई। इनमें समय से चलने वाली (पंद्रह मिनट तक लेट) ट्रेनों की संख्या 4,42,704 (2015-16 में 439627) थी। इस तरह पहले के मुकाबले 3077 ज्यादा ट्रेने समय पर चलीं।
उपकरण विफलता बढ़ी
पिछले एक साल में ट्रैक और उपकरणों की विफलता के मामलों में इजाफा हुआ है। वर्ष 2016-17 में फरवरी तक उपकरणों की विफलता के 9278 मामले सामने आ चुके थे। इनमें 575 मामले ट्रैक में दरार या वेल्डिंग टूटने के थे। इससे पहले 2015-16 में जनवरी तक उपकरण विफलता के कुल 9683 मामलों में 484 पटरी टूटने या वेल्डिंग खुलने के थे।
व्यस्त रूटों पर लेटलतीफी ज्यादा
दिल्ली-गुवाहाटी, दिल्ली-मुंबई, दिल्ली-कोलकाता रूट पर क्षमता से 150 से 200 फीसद तक यातायात है। इन पर दबाव कम करने के लिए रेलवे जगह-जगह इन लाइनों का दोहरीकरण व तिहरीकरण करा रहा है। पिछले साल इन कार्यो के लिए कुल मिलाकर 1607169 घंटे यातायात को रोका गया। जबकि इससे पिछले साल इन कार्यो के लिए 12 फीसद कम घंटों तक यातायात रोका गया था।

One of the works by Davidson that is specifically cited by the American Economics Association in their press release last week is his paper on how the spree of railway building by the British Raj impacted the Indian economy.

were economic benefits as well. Karl Marx wrote presciently in 1853 that the railways would be the forerunner of modern industry. He added that trains would also dissolve traditional social arrangements.
The British funded the expansion of the railways network by floating bonds in the London market—at a guaranteed return of 5% a year. The early nationalist critics of colonial economic policy such as Dadabhai Naoroji argued that the high cost of capital was more than the returns from the railways, and hence amounted to a drain of national resources.
Donaldson is one of the new generation of development economists who use unique data sets to examine what happened in the past. His research on the economic impact of railways uses some innovative district-level data sets that he has constructed on prices, output, rainfall, domestic trade and international trade. These are based on digitized records of the British Raj. Davidson has also developed a digital map of the railways network. Each 20km stretch is coded with its year of opening.
His three key conclusions: railway expansion led to a fall in trading costs, it increased the volume of goods shipped and the economic benefits greatly exceeded the cost of construction.
“When observing the railroad network in India, the arrival of railroad access caused real gross domestic product in the agricultural sector (the largest sector of India’s economy at that time) to increase by around 17%,” writes Davidson. This estimate was arrived at after taking into account both the positive and negative impact of the train on economic activity in a district.

Singh, 45. Two flights of stairs beyond the second floor of CST's main building — one of them a spiral one, the other a decrepit wooden ladder of sorts — lead to the 129-year-old mechanical clock. The journey might seem cumbersome, but for Singh, it's all in a day's work.
Mahinder Singh leans out to clean the frames of the 129-year-old CST clock tower The clock runs with the support of a 350-kilogram weight, and needs to be wound every four days. We catch Singh during duty hours on Thursday noon, when he is busy winding it. He makes his way through what appears to be an intimidating network of iron and bronze wheels, with hooks, pins, locks and weights, interconnected with rods, engraved with markings. Singh needs to turn one of the wheels 15 times to fully wind the giant clock. Once wound, the clock can function for four days, before it needs another charge. "I follow a schedule — every Tuesday and Friday noon," Singh tells us, as he leans out of the frame to clean the minute hand from the outside. × The 45-year-old left his job as an air-conditioner repairer and joined the Railways in 2002. He has been a part of the telecom maintenance department since. "After Jadhav sir's retirement, the post of the clock mechanic was surrendered. Now, the repair and maintenance of all clocks fall under the purview of telecom maintenance department. That includes the mechanical clocks, the GPS masterclock, the platform clocks and the indicators," says Singh, who winds 16 clocks every day within the CST premises, which includes the mechanical clocks in the chambers of all heads of department. Singh isn't qualified in horology. "Before I joined the Railways, I knew nothing about mechanical clocks. Whatever I know about mechanical clocks, I learnt by watching Jadhav Sir — how to wind, how often to wind, oiling, maintenance, restructuring, reading time, everything."
Singh commutes from Badlapur daily, reporting to work at 9 am and spending his day around timepieces. As we chat, his eyes fall on one of the iron rods in the grid. "That's the minute hand," he tells us, "It's running two minutes slow." As we marvel at how at one glance, he identifies a slant of no more than a degree, which translates into two minutes in clock-speak, he toggles with a few levers and fixes the glitch. Ask him how it feels to be the man who's now showing Mumbai the time, and he says, "Whether it's the giant clock on the outside or other smaller clocks inside, they are my responsibility, and it is my duty to maintain them." Then quickly adds, "I don't think I am doing anything great, it's my job. But yes, a job like this helps you realise the value of time like no other."

New Delhi: The Railways will shortly be getting a regulator, a body which will fix fares among other responsibilities. The Railways carries almost 23 million passengers daily, is the world’s largest employer and has traditionally been keeping passenger fares low while using high freight rates to cross subsidise the consequent losses. This way, the Railways manages to lose out on both, passenger and freight earnings – the former because prices are artificially set low leading to lower realisations and the latter because now, Railways’ freight charges are higher than competition like roadways. Will this model change with the regulator’s arrival? Passengers wont like this for sure if the new body recommends a fare hike. It may also suggest ways of rationalising freight rates. Though the government is not bound by the regulator’s suggestions, it would do well to pay heed to these suggestions. Cross subsidization is already bleeding the Railways dry....

Sample this: The decision to merge the Railway Budget with the Union Budget should have saved the Railways payment of dividend to the General Exchequer: this comes to Rs 9,731.29 crore for the year 2016-17. This would also mean that alongside, Rs 4,301 crore expected from the Ministry of Finance as subsidy on payment of dividend, would not be coming in. So the net benefit of waiving the dividend for the year 2016-17 would be Rs 5,430 crore.

A Parliamentary Standing Committee on Railways has noted that this entire net benefit of Rs 5,430 crore would be utilised to “partly meet the shortfall in traffic earnings of Railways assessed at Rs 12,665 crore in the revised estimates during 2016-17. The Committee finds that the very purpose of removing the dividend liabilities is defeated when they are not utilised in creating assets or increasing net revenue of Railways.” In effect, what this means is that even after the merger of the Railway Budget, there is hardly any financial benefit precisely because of populism dictating passenger fares.
The mechanism of getting a sector regulator to set tariffs after a careful study of costs and other aspects has been successful in some other sectors like airports (Airports Economic Regulatory Authority), telecom (TRAI), electricity etc. It remains to be seen if the same rate of success is achieved in Railways, which remains quite prone to populism, never mind assertions to the contrary.
This piece shows why despite the Railway Budget now being merged with the Union Budget, populism continues to rule the Railways. Just about six months after it introduced a flexi-fare system in select trains, on the lines of the fare mechanism followed by airlines, Railways Minister Suresh Prabhu wants to revise it. The earlier version allowed only 10 percent of the seats to be sold in the normal fare category and thereafter, prices were to increase by 10 percent with every 10 percent of berths sold, with a ceiling of 50 percent. The piece says now, the Railways is considering either raising the basic fare by 15 percent flat or reserving about 50 percent berths in premier trains for normal fare. In effect, flexi-fares will not be as flexible as before.
Similarly, even on something like a nominal service charge for online booking of Railway tickets, Minister Prabhu has bowed to populism by waiving this levy. Experts say this small levy on booking tickets through IRCTC website enabled the Railways to earn anywhere between Rs 100-150 crore each year. Some of this amount was then ploughed back to enhance ticketing infrastructure etc.
In its report tabled in Lok Sabha last month, the Standing Committee quoted earlier has pointed out how there could be a possible glaring shortfall in passenger earnings in 2016-17. It has based this observation on the fact that almost a third of the earnings the Railways had projected in the budget estimates for 2016-17 had not been earned till January. This, after the passenger earnings target was anyway revised down to Rs 48,000 crore from Rs 51,012 crore at BE 2016-17. The actual earning till January was only Rs 34,535.72 crore. The committee has said that the Railways will likely miss the lower, revised passenger earning target too, which means the element of cross subsidization with freight earnings will remain strong this fiscal as well.
It is no surprise that the latest audit of the Railways by the Comptroller and Auditor General (C&AG) for FY16 has also made similar remarks on stopping this long-held practice of using freight earnings to subsidize passenger fares.
“Ministry of Railways needs to revisit the passenger and other coaching tariffs so as to recover the cost of operations in phased manner and reduce losses in core activities. Operational losses on running suburban train services and on account of facility of free/concessional/complimentary passed to various classes of passengers need to be curtailed,” the CAG has said in one of its recommendations. The CAG report was also tabled in Parliament last month. It found that the Railways earned a profit of Rs 38, 312.59 crore from freight services in FY16 and used 88.28 percent of the profit from freight traffic to underwrite the loss on passenger services and addition of coaches.
Meanwhile, the Parliamentary Standing committee has noted that for 2016-17 there will be a Rs 3,000 crore shortfall in passenger revenues and Rs 9,000 crore in freight earnings. Here’s the extent of cross subsidisation: The cost of transporting freight is only 99 paise per 10 km but the charges the Railways levies are Rs 1.60 per 10 km. But on the passenger side, charges are a mere 50 percent of the cost of service – 36 paise per 10 km against the actual cost of 70 paise per 10 km.
“The ministry has submitted before the committee that this trend of cross-subsidising the revenues from goods to passenger traffic is not good for economy as it would lead to increase in logistic of goods which is already one of the highest in India at around 13 percent of cost of goods. The committee is in agreement with the view of the ministry that providing cross-subsidy is neither good for the health of economy nor is it sustainable for the Railways and much of its business shifts to other modes of transport.” Lesson? The bitter pill of a hike in passenger fares will have to swallowed sooner rather than later.
That all is not well with the current business model of the Railways is evident from another statistic: The Parliamentary committee also found that net revenue target for 2017-18 has been fixed at Rs 8,948.37 crore. In the current fiscal, it has already been revised downwards to Rs 7,695 crore in revised estimates from Rs 18,210.64 crore in budget estimates, a roll back of Rs 10,515.6 crore.
“The committee notes that such a huge reduction in net revenue to the extent of more than 50 percent has never occurred except for the year 2016-17. The committee strongly feels that there is an urgent need to arrest the declining net revenue. రాబోయే కొన్ని నెలల్లో రైలు టికెట్ల ధరలు బాగానే పెరగనున్నాయి. చాలా కాలంగా పెండింగులో ఉన్న రైల్ డెవలప్‌మెంట్ అథారిటీ ఏర్పాటుకు కేంద్ర మంత్రివర్గం ఆమోదం తెలపడమపే ఇందుకు కారణం. ఇక మీదట ఈ సంస్థే ప్రయాణికుల, సరుకు రవాణా చార్జీలు ఎంతెంత ఉండాలో నిర్ణయిస్తుంది. ప్రయాణికుల చార్జీలకు భారతదేశంలో భారీ ఎత్తున సబ్సిడీలు ఇస్తున్నారు. ఈ రంగం వల్ల ఏడాదికి సుమారు రూ. 30 వేల కోట్ల నష్టం వస్తోందని అంచనా. ఢిల్లీ నుంచి పట్నాకు 1166 కిలోమీటర్ల దూరం ఉంటే, జనరల్ టికెట్ కొనుక్కుని వెళ్లేవాళ్లు ఒక కిలో స్వీట్లకు పెట్టే ధర కంటే తక్కువ ధరతోనే టికెట్ తీసుకోవచ్చని అంటున్నారు.
దాంతో ఇప్పుడు రైల్వే శాఖలో సంస్కరణలకు మోదీ సర్కారు శ్రీకారం చుట్టింది. అందులో భాగంగానే రైల్ డెవలప్‌మెంట్ అథారిటీ ఏర్పాటుకు ఆమోదం తెలిపింది.

ఈ సంస్థ మొత్తం ప్రయాణానికి అయ్యే ఖర్చు, ఇతర అంశాలను దృష్టిలో పెట్టుకుని చార్జీలను నిర్ణయిస్తుంది. ప్రైవేటు పెట్టుబడులను ఆకర్షించడానికి ఇది అతిపెద్ద సంస్కరణ అవుతుందని అంటున్నారు. ప్రభుత్వాలు మారినా కూడా ప్రైవేటు పెట్టుబడిదారుల విషయంలో విధానాలు మారకూడదని భావిస్తున్నట్లు రైల్వే శాఖ అధికారి ఒకరు తెలిపారు. ఈ సంస్థ 1989 నాటి రైల్వే చట్టం పరిధిలోనే పనిచేస్తుంది. దీని ఏర్పాటుకు రూ. 50 కోట్ల నిధులు కేటాయించారు. ఇందులో చైర్మన్, ముగ్గురు సభ్యులు ఉంటారు. వీళ్ల పదవీకాలం ఐదేళ్లు ఉంటుంది.

मैं जिस ट्रेन से दिल्ली जाने वाला हूँ वह आज पटना से शाम 4 बजे खुलने वाली थी मगर कल शाम ही मैसेज आ गया कि वह पटना 11 की सुबह पहुंचेगी। वह ट्रेन अभी दिल्ली से कोलकाता के रास्ते में है और 24 घंटे से अधिक लेट हो चुकी है। और यह कहानी किसी एक ट्रेन की नहीं दिल्ली पटना रुट से गुजरने वाली 50 से अधिक रेलगाड़ियों की है। और यह बहुत सामान्य मामला है। असली खबर तो इस खबर में है।
गरीब रथ 62 घंटे लेट हो चुकी है और अभी रास्ते में है। साफ सफाई और सोशल मीडिया में सक्रियता के मामले में सुरेश प्रभु जितनी शो बाजी कर लें मगर ट्रेनों के परिचालन के मामले में फिसड्डी

साबित हुए हैं। सच यही है कि रेलवे का सिस्टम ठीक करना उनके जैसे व्यक्ति के बस की बात नहीं है। और वे जिस काम के लिये आये हैं, यानी रेलवे को बेचने लायक बनाने के लिये वह भी वे शायद ही कर पाएं। कोहरे के मौसम में उत्तर भारत में ट्रेनों का परिचालन ठीक करने के लिये अब किसी और प्रभु को अवतार लेना पड़ेगा।
प्रधानमंत्री नरेन्द्र मोदी ने कहा कि रेल मंत्रालय पहले "रेवड़ी की तरह" बंटता था। एक मंत्रालय कैसे रेवड़ी की तरह बंटता था वही जानें पर हम उनका अभिप्राय समझ रहे हैं। रेवड़ी की तरह प्राप्त रेल मंत्रालय चलाने वाले राम विलास पासवान अभी उनके मंत्रालय में हैं और पता नहीं उन्हें जो मंत्रालय दिया गया है वह उन्हें किस तरह और किस आधार पर दिया गया है पर जिस सुरेश प्रभु नामक चार्टर्ड अकाउंटैंट को नरेन्द्र मोदी ने रेल मंत्रालय दिया है उसके राज में रेल किराया किस तेजी से बढ़ा आप जानते हैं।
रेवड़ी की तरह रेल मंत्रालय पाने वाले एक और रेल मंत्री लालू यादव ने कई साल ट्रेन का किराया नहीं बढ़ाने का रिकार्ड बनाया था। पर अब बच्चों के आधे किराए से लेकर वरिष्ठ नागरिकों की छूट का क्या हाल है आप सब जानते ही हैं। अब जानिए कि ट्रेन लेट चलने में (आनंद विहार – भागलपुर गरीब रथ एक्सप्रेस 22406 करीब 62 घंटे की देरी से चल रही है) रिकार्ड बना रही है। पर मोदी जी इन सबसे ऊपर, "ना खाउंगा, ना खाने दूंगा" का एलान करने वाली ईमानदार सरकार तो चला ही रहे हैं - किसी आरोप का जवाब न देने का महान कार्य भी कर रहे हैं। निरंतर नए आरोप लगाते हुए।

న్యూఢిల్లీ: ఒకే గమ్యానికి వెళ్లే ఏ రైలులోనైనా సాధారణ టికెట్‌తో కూడా ప్రయాణించొచ్చని భారతీయ రైల్వే పేర్కొంది. 'వికల్ప్‌' పథకం ద్వారా పాసింజర్‌ లేదా ఎక్స్‌ప్రెస్‌ టికెట్లు రిజర్వేషన్‌ చేయించుకున్న ప్రయాణీకులు రైలు మిస్‌ అయితే తర్వాత అదే మార్గంలో అందుబాటులో ఉన్న ఏ రైలులోనైనా ప్రయాణించొచ్చని వెల్లడించింది. ఈ మేరకు మంగళవారం ఓ ప్రకటన విడుదల చేసింది.
రాజధాని, శతాబ్ది, దురంతో, సువిధ ,స్పెషల్‌ రైళ్లలో కూడా ఈ సదుపాయం అందుబాటులో ఉండనుంది. ఇలా సూపర్‌ఫాస్ట్‌ రైళ్లను వినియోగించుకున్నందుకు పాసింజర్ల నుంచి ఎలాంటి ఎక్స్‌ట్రా చార్జీలు వసూలు చేయబోమని చెప్పింది. వచ్చే నెల 1వ తేదీ నుంచి ప్రయాణీకులు ఆయా రైళ్లలో ఖాళీగా ఉన్న బెర్తులను వినియోగించుకోవచ్చని తెలిపింది.

సదుపాయాన్ని వినియోగించుకునేందుకు టికెట్లు బుక్‌ చేసుకునే సమయంలో 'వికల్ప్‌' స్కీంను ఎంచుకోవాలని చెప్పింది. దీంతో టికెట్లు వెయిటింగ్‌ లిస్టులో ఉంటే అదే సమయానికి ఖాళీగా ఉండే రైలు వివరాలు సదరు వ్యక్తి మొబైల్‌కు ముందుగానే వస్తాయని తెలిపింది. కాగా, ఫ్లెక్సీ ఫేర్‌ సిస్టంను ప్రారంభించిన తర్వాత ప్రీమియర్‌ రైళ్లలో సీట్లు ఖాళీగా ఉంటున్నాయి. రైల్వే తాజా నిర్ణయంతో లక్షలాది ప్రయాణీకులు సౌకర్యంగా ప్రయాణించేందుకు వీలు కలుగుతుంది.

In a first-of-its-kind initiative, the Indian Railways is planning to install automatic food vending machines (AVMs) at all suburban stations in Mumbai. Rail commuters can now buy packed food inserting currency notes, coins and even, debit or credit cards.
Western and Central Railways are already working on buying these AVMs for B-D grade stations. The Indian Railway Catering and Tourism Corporation (IRCTC) will be procuring such machines for A1 and A grade stations in the city. Sources said that the cost of each AVM could be upto Rs 5 lakh. "We will call for tenders soon," a railway official confirmed.

people buy food and drinks from stalls at railway stations. But, the stalls are normally found to be unhygienic. These AVMs will dispense packaged items like chips, biscuits, bottled soft drinks, and tea/coffee.
