no. tatkal wl tickets are liable for auto cancellation. you will be considered without ticket and fined if found travelling with wl e ticket.

If you have an e-ticket and after chart preparation it is still in WL, money will get refunded automatically to the account used for purchasing it.
If you have purchased ticket from a computerized reservation counter, you can visit any reservation counter and fill up form for cancellation+original ticket and give it to clerk on window, you will get your money refunded in cash.

Completely unreliable IRCTC web site, I was trying to book tatkal tickets today morning from 10-12, site shows service not available from 10-12, and now i could open the site and seen all tickets booked and even 50 on tatkal waiting..
I heard news Last month that IRCTC increases their capcity...they are misguiding and fooling passengers...
i will never rely on IRCTC in future for tatkal..
