it might have... bcz 17225 has much slack and 18047 has to carry slip coaches from GTL,which more delay causes pf blocking at GTL bcz mrng time prasanti nilayam, prasanti exp has rake reversals at GTL,which use the same pf of 18047
Even BZA UBL carry slip coaches the overtake happened before GTL I think. This clearly shows that BZA UBL has too heavy slack. Even after the overtake it arrived UBL just 10 minutes late it can be speeded up by 1 hour easily I think. Also another point to note is 18047 took around one hour halt at UBL.

Four of the eight trains bypassing the city to be rerouted from July 1 As many as four of the eight trains bypassing Visakhapatnam junction will be rerouted through Visakhapatnam with effect from July 1 this year, according to reliable sources.... Read more...
A communication to this effect is said to have been received from the Railway Board by the South Eastern Railway (SER), Eastern Railway (ER), and South Western Railway (SWR). The four trains to be rerouted are Howrah-Vasco Amaravathi (four days a week), Howrah-Puducherry Aurobindo weekly, Bhagalpur-Yeshwantpur Anga weekly and Santragachi-Tirupathi weekly express. Kambhampati Haribabu, MP of Visakhapatnam, has been demanding rerouting of the diverted trains particularly, Howrah-Vasco Amaravathi Express to link the two important tourist destinations of Goa and Visakhapatnam. The diverted trains on which no decision has been taken are Howrah-Pransanthi Nilayam weekly, Howrah-Yeswantpur Duronto five days a week, Kamakhya-Yeswantpur AC weekly and Kamakhya – Bengaluru premium weekly express. While welcoming the decision to reroute four trains, East Coast Railway Shramik Union president Ch. Gandhi wanted the other trains also to be brought to Visakhapatnam at the earliest. Many of the trains originating from Visakhapatnam junction have less than 24 coaches and they could be permanently augmented with additional coaches to meet the high demand for berths, especially during the long summer holidays. The Airports Authority of India (AAI) has already appointed an outsourced agency during February this year for establishment of Common User Domestic Air Cargo Terminal (CUDCT) at 24 airports, including Visakhapatnam, said Union Minister of Civil Aviation Pusapati Ashok Gajapathi Raju in the Lok Sabha in a written reply to a query raised by Visakhapatnam MP Kambhampati Haribabu. The Union Minister said that the international air cargo operations, at the proposed common user facility, are expected to be commissioned in six months after compilation of the Notice Inviting Tenders (NIT) process.

yes it wasted so much money due to these diversions. Fright to steel plant got effected in earlier timings. At least introduction of EMU trains between DVD-VSKP might have saved them. I think instead of DVD there should be a railway station at Gopalapatnam-Airport region which should be accessible to highway will help. Else 3 rd line between VSKP-SCMN is required urgently to remove slacks.
