No. Looks like you have misinterpreted the stuff there. There are 94 seats available for that set of journey and all are booked and Waitlist has gone upto 84 and over that some 50 cancellations have happened which has made your ticket to move till WL 30 now...

Sir, booking status means that in case no one would have cancelled their tickets, then the status would be so. It is of nil relevance in case of checking confirmation. The current status is what is important. Your W/l numbers are 30 and 31.

Yes. Partially Waitlisted or Partially RAC Tickets are not automatically cancelled (E-Tickets). One needs to file TDR for the same.

In case of Partial WL E-ticket,WL passenger ticket doesn't get cancelled automatically,you need to file TDR & below is the procedure to get refund:
-
Obtain certificate from the TTE /Conductor in case of PARTIALLY wait listed e-ticket.This original certificate must be sent to GGM (IT), IRCTC Ltd.,Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi-110055 after filing on-line refund request for claiming refund.

Just Check out the Important Wordings given in the bottom half of the E-Ticket Print out page you will find the rule for getting refund for PARTIALLY wait listed e-ticket...Need not search anywhere.

yes you need to file a TDR
1. at first "collect a certificate that can be obtained from the Ticket Checking staff" in the train regarding non-travelling of wait-listed passengers on such tickets.
2. file the tdr only after receiving the original certificate
3. IRCTC will forward the claim to Concerned Railways along with original certificate to process the refund and money of refund amount will be credited back to same account through which payment was made after receiving the same from the concerned Railways.

many a times the non travelling certificate is not issued by tte and he says i hv marked absent in charts. in that case a simple tdr would do.

but u r right...the rule states that
1 obtain non travelling certificate from on board tkt checking staff
2 send it in original to irctc
3 file tdr and get refund...

but sir d'nt it have the chances of cancellation of the tdr?
as you should familiar with their refund process , most of the time they cancel it with stupid reasons.

If it really needs a WAP-5, then its up to WR to allocate it. until then as per roster, it will get WAP-4 which does a fab job.
