He is not blaming you. He is saying to everyone to cooperate. Its duty of all to maintain cleanliness. Its the We, the common people who make them dirty & then blame the Railways/Govt for the same.

Galti Railways ki bhi or Passenger ki bhi,dono jimmedar. Passenger ne Ganda kiya, Railway ne saaf nahi karwaya.
Its all fault of passenger itself. Even they could throw the waste material in dustbin at whichever stsn they are alighting. But this shameless people will litter every where its possible. IR is doing its best to maintain cleanliness.
