That may be one course of action, but RTIs have lost their sting these days. There are no other ways to bring it to the notice of bigwigs of IR, it has to pass through the hierarchy who are hand in glove in these matters. Maybe media can take it up in a big way so they do the investigation rather than the powers that be and the heat is sustained on IRCTC.
