RSA is with both trains because sometimes 12938 reaches Gandhidham late by 16-17 hrs which also delays 19452/19451 train and at that time 12993/12994 rake is used for 19452/19451 so that none get delayed.

They come to know a day earlier if 12938 is running late and by how many hrs.
depending on that they arrange spare coaches.
if they dont have they can get it attached by any train from Ahmedabad

are you sure? as far as i know all passenger carrying trains have an entire coach/slr of the lowest class reserved for ladies. in fully reserved trains,few berths are reserved for ladies.
