I posted a request to the railways on pgportal.gov.in and it was nice for SWR staff to reply to my requests. Here are the request and the response. I have filed a follow up question and justified the feasibility and need for more trains to stop at Kuppam and introduce new trains. Please let me know your comments.
Request to Railways:

Read more... push pull or express train from Kuppam to Bangalore in the afternoon. Currently there is no train between 11.35 and 15.30 between Kuppam and Bangalore. A new fast train starting at Kuppam between 13 or 15 hrs with a journey time of about 2 hrs to Bangalore will help several people and take the pressure of other trains such as Bangalore express and Lal bagh express in the evenings. Response from SWR:
1.The rake of Train No.22617/22618 Yesvantpur-Tirupati-Yesvantpur Tri-weekly express belong to Southern Railway. Feasibility will be examined if, Southern Railway proposes for increase the frequency of this train. 2. At present, stoppage for Train No.17209/17210 Bangalore-Kakinada-Bangalore Sheshadri Express and Train No.56213/56214 Chamarajanagar-Tirupati-Chamarajnagar passenger have been provided at Kuppam. Train No.22617/22618 Yesvantpur-Tirupati-Yesvantpur is superfast train. Providing stoppage within shorter distance will consume more journey time. Hence, it is not feasible to provide stoppage to this train at Kuppam. 3. It is not feasible to introduce a train between Kuppam and Bangalore between 13 or 15 hrs with a journey time of 2 hours, due to path and platform constraints at Bangalore.
My follow up response:
Thank you for your response. Please consider these follow up suggestions to your answers.
1. Could you please request Southern Railway to propose to increase the frequency to daily (of train number 22617) or alternately can South Western Railway introduce this train as a daily as it benefits cities/towns in the SWR zone.
2. Though 22617/22618 train is a superfast train, stops at Kuppam and Jolarpet should not delay the train significantly. Three other superfast trains stop at Kuppam, and jolarpet - 12607/12608, 12609/12610 and 12639/12640, these trains cover the distance in more or less the same amount of time. Please consider stopping the train at Kuppam, Jolarpet and this train will have all round full occupancy. Very recently, an experimental stop at Kuppam has been introduced on another superfast train 12863/12864 and this is very welcome.
3. If it is not possible to introduce a new train in the afternoon between 13hrs-15hrs upto Bangalore due to path and platform constraints, it would be nice if the frequency of train number 22601 is increased and a stop at Kuppam is introduced. This runs at the same time. If the frequency cannot be increased, atleast consider running a train between Kuppam and krishnarajapuram/yesvanthpur at the same time.
