No. It will still be in the second. But Himsagar was also introduced on the intention of connecting end-end JAT-CAPE. To still maintain it's actual intention, I feel it needs to be extended until the north most railable point.. It was the train with longest travel distance & time until Vivek was introduced in 2011.

Currently a portion of Himsagar exp runs from CAPE via TVC (circutiuous route) and another from TEN and gets merged at ED. It can as CAPE-TPJ-MV-KPD and second portion from TVC-CBE-KPD and gets merged at KPD.
This would benefit large army persons residing in delta, VM, TVM etc.
TEN portion of Navyug can be merged at SA (to be routed via NKL)
