Sir, i wont think concession is allowed in case of Cataract surgery (Pheco); as concession is allowed only in case where Person is completely Blind that too with a valid certificated issued by Govt. Doctor in a prescribed format. (generally Govt. Doctors have those formats)

No. You have to buy it. Only Shatabdi, Rajdhani, Duronto, Double Decker trains offers foods for free, where the food cost is included in ticket fare.
Free food is available in limited durontos only and there is no free food in doublr decker trains.
There is no concept of free food in IR!!
