Yes , the shed sets the controlling on how the MUed locos will communicate through each other , setting speed max limits, braking etc.

You guys are taking this the wrong way. Earlier a Garib Rath special use to run between the pair of destinations (which is being shown in the pic). Later the GR idea was discontinued and a weekly ICF conventional train (like a regular Express train) which had AC, Sleeper as well as General coaches was started.
