ER has discontinued 03319/20. Train rake is of ECR but is operated by ER ASN DIV.

Electrification ka wait ho raha extension se pehle.
DRM ASN had already sent proposal to RB to re-start. Train had very poor patronage when it ran as Special.

All these stuffs doesn't matters, train is of ER, rake provided by ECR. This train will only start when proposal sent by ASN DRM to restart this train gets approval by RB.

It's quite obvious that, train has nothing to do with ECR apart from Rake sharing with 3303/4. That's why either of SER or ER needs to operate the train. And it is operated by ER currently. Decision to start train is given by ER only
