Yes but this is effective at the end of the journey. If the train gets delayed in between, then there should be scope for recovery. Some slack is ok but too much slack is not. This is a regular scenario for this train to reach DDU early. So to ask for speed up or transfer of slack is normal
You are completely wrong in case of Sampoorna Kranti. Slack is not useful for this train at all between PNBE-DDU. It arrives before everytime at DDU.
