more... reason is simple, cities of UP are extensively served by UPSRTC, we've buses every few minutes to hours. That's why trains aren't much of a necessity here. And that makes up for the fact that despite being under served by trains, it's not a matter of concern.
Whereas Bihar/Jharkhand lack in state run transport services if not completely devoid of. That creates the major difference and that's one of the reasons, newer trains to Godda and CIC are justified even if most of the people here ridicule that step.
It's not about defending, it's more about what's required and what's being done.
