What is the reason to run End to end DLoco instead of ELoco.??

13015/13016 KaviGuru Exp running end to end diesel loco and the whole route is electrified. electrification CRS has been done on 8th Oct. Report submitted on 19th Nov. And the funny thing is this train 13015/13016 is slack king and has almost nil traffic in half route..
And there's nothing like unavailability of eloco as HWH shed has more than 75 loco of P7 only.. P4 P5 alag hai. even 13015/16 ke 40km/h wale avg speed train ke liye WAG Loco enough hoga
Hwh shed has shortage of locos ... Because many trains are running on dloco that should be on eloco
As far i know for train no. 13015/13016 kaviguru exp CRS completed, report submitted, whole route electrified, but still running with end-to-end dloco because running eloco permission and eloco allocation still not Approved by RB for this train. ER has to send a separate letter to RB for permission which as per 1st November 2021 information i have ER had still not submitted that to RB. Latest information i don't have maybe ER had send it by now to RB. Will soon run with end-to-end eloco.
ER don't have any shortage of passenger elocos like WAP7, WAP5, WAP4, etc.
