They ll use these rakes for some spls whenever the need arise. If they regularise it, they cannot use like that. Also, this is TOD spl now so railways will get extra money. Regular express again fetches less revenue.
there used to be a dedicated express between Manuguru and Kolhapur before Covid19, which was never restored back. They are running the same train as special with destination changed to Belagavi.
