That seems unoptimized, to use a soft term. To let higher classes [say 2A and 3A] go vacant is sheer stupidity. If seats are available in higher class, then even if SL is not full, random tickets should be upgraded. IR doesn't lose/gain anything by doing this but it will be beneficial/make the day for many end users.
